Over the past twenty years, the rapid growth of economy in our country, with the deepening of industrialization and urbanization development process, the ecological environment problem is increasingly serious. To use, the production of poisonous and harmful substances, therefore, have chemical projects should be explosion risk factors in environment risk assessment, from the source to reduce or avoid environmental risk, to prevent contamination, damage and loss to carry out the project research and practice of environmental risk assessment is of great significance to the economic and social and environmental coordinated development.Carbon four comprehensive utilization power plant process using methanol and MTBE project mixed carbon four isobutylene of etherification. reaction, on craft belongs to flammable, explosive, poison production device, easy to fire and explosion Fried things.In the process of production will use methanol, carbon, carbon fourth inflammable, explosive, toxic substances, such as fire, explosion, toxic substances leaked environmental risks. Based on the study both at home and abroad theory and method of environmental risk assessment was based on the comprehensive utilization of chemical carbon four combined processing MTBE process is analyzed, through risk identification project factors of possible environmental risk accidents and survey in aspects such as the risk of leakage, and the result of the environmental risk analysis for project risk evaluation, and put forward specific risk for environmental risk prevention and emergency measures, for the comprehensive utilization of carbon four combined MTBE project of environmental risk assessment and management to provide reference.This paper according to the comprehensive utilization of carbon four combined structure of MTBE project production process and the characteristics of the raw materials, through the analysis of the source term and risk identification, it is concluded that the project of environmental risk factors such as the fire explosion and leakage of dangerous compound, then the risk evaluation method, the calculation and assessment of environmental risk factors, calculate the project accident risk value and risk acceptable level; According to the risk assessment of the results of specific risk prevention and emergency measures are put forward, in order to avoid and reduce the environmental risk accidents.
