Analysis Of Environmental NGOs In Promoting Policy Agenda Of Waste Sorting

At present, most cities of China have been surrounded by domestic garbage. Thisseverely restricts the sustainable development of China’s economy and environment. Inorder to solve the problem of domestic garbage, government has mainly used someback-end governance means, including sanitary landfill, composting and wasteincineration. However, the back-end governance brings the secondary pollution of theenvironment rather than solve the garbage problem successfully. So the EnvironmentalNGOs, which purpose is to protect the environment, have called on the government to putthe waste sorting on policy agenda. This thesis is based on Multiple Streams Theory toanalysis how Environmental NGOs promote waste sorting. In problem stream, fromAsuwei Anti-burning Event to analyze the motivation why Environmental NGOs promotewaste sorting. Then proceed from three factors that are indicators, focus events andfeedback to elaborate how Environmental NGOs make waste sorting get attention. AsEnvironmental NGOs are so difficult to get some related domestic garbage indicators, theymainly put focus events as a breakthrough to carry out waste sorting pilot work. And theysuccessfully acquire feedback from government and public. In policy stream, becausewaste sorting is technical feasibility and value acceptability, Environmental NGOs softengovernment officials, the public and the media, trying to make them accept this policyrecommendation. Environmental NGOs mainly use institutionalized andnon-institutionalized participatory approaches to soften them, and they get good effect. Inpolitical stream, Environmental NGOs promoting waste sorting policy agenda are affectedby three factors, that is ideology of the ruling party, the national mood of wavering andorganized social power. Finally, when multiple streams are convergent, in order to furtherdevelop the function of Environmental NGOs promoting waste sorting policy agenda,propose some optimization ideas including four points, enhancing the propaganda dynamics, increasing the soften depth, expanding the organization strength and promotingthe policy window open.
