Research On The Diffusion Of Domestic Waste Classification System In China From The Perspective Of Multiple-streams Theory

With the rapid development of China’s urbanization process,the problem of "garbage encircling cities" and "garbage surrounding villages"has become increasingly prominent,which has become one of the important factors restricting Chinese economic development.In this context,waste classification as an important management means to realize waste recycling has been paid more attention.Under the perspective of multiple-streams theory,the formation of waste classification system is the result of the interaction among the sources of problems,political sources and policy sources,and the opening of the "policy window"."The Garbage Classification System Compulsory Scheme(Draft)" marked the beginning of our country waste classification system compulsory implementation.This study takes this document as the starting point of policy diffusion,selects 87 panel date of the mainland’s 31 provincial-level administrative region in 2016-2019 panel data,uses the method of history,and uses Logistic model to conduct empirical research on the influencing factors of provincial waste classification system in China,including multicollinearity test,descriptive statistical analysis,correlation analysis and regression analysis.Results show that the per capita GDP,population size,financial resources,social support,environmental governance,investment in science and technology,forced assumes that factors such as pressure and imitation,the provinces’willingness to policy adopted by internal factors of per capita GDP,population size and financial position of positive influence.The adoption intention has a negative relationship with the external environmental factors such as the pressure from neighboring governments and the pressure from the governments at the same level.There is a non-significant positive relationship between adoption intention and social support,environmental pollution control,household waste treatment and scientific and technological investment,and a non-significant negative relationship between adoption intention and central policy pressure.According to the results,the characteristics and logic of the regression results are analyzed.And the following optimization paths are proposed:governments should consider the situation and timely promote the policy agenda;The government needs to adapt its policies carefully to local conditions;The superior government should optimize the environment,establish and perfect the incentive mechanism;Governments at all levels should boost the economy and increase investment in environmental protection.The governments at the same level should enhance interaction and unblock inter-provincial communication channels.The management process should be clear reward and punishment,and“science and technology&management" mode should be advocated.
