Research On Policy Evolvement On Comprehensive Development Of Coal Mining Subsided Land In China From The Perspective Of Multiple Streams Theory

Since the establishment of the People’s Republic of China,with the large-scale and extensive development of coal mining,a large area of coal mining subsidence has been formed,followed by a series of environmental,social,economic,people’s livelihood problems.China has formulated a series of policies related to coal mining subsidence treatment and comprehensive development,which have become an important guarantee for the management of coal mining subsidence area.The scientific degree and implementation effect of comprehensive development policy of coal mining subsidence will directly influence the sustainable development process.Entering a new era,China’s national governance idea has changed,with the goal of the Beautiful China initiative,the reform of the ecological civilization system needs to be deepened,the establishment of the ecological civilization system needs to be accelerated,and the institutional mechanisms of environmental protection,resource conservation and utilization,as well as the development of soil and space throughout the country,need to be perfected in order to reach a new pattern of harmonious development between man and nature.The theories of "Lucid waters and lush mountains are invaluable assets." and "The country’s mountains,rivers,forests,land and lakes form a community of shared life." in Xi Jinping’s thought on ecological civilization have had a profound impact on my country’s policymaking in the new era.Therefore,it is of great significance to reflect on the comprehensive development policies of coal mining subsidence areas and their changes in China in the past,to sum up experience and lessons,and to formulate comprehensive development policies of coal mining subsidence areas in the new era.This paper adopts the methods of field investigation,literature research and systematic analysis.First,it systematically analyzes the process and policy impact of comprehensive management of Jiuli Lake coal mining subsidence in Xuzhou City for more than 30 years.On the basis of the comprehensive development policy of coal subsidence areas,the policy transition stages of the comprehensive development of coal mining subsidence areas are divided,and then the multi-source theory after localization is applied to analyze the policy changes in terms of problem source,policy source and political source.The influencing factors are analyzed,and the trend of comprehensive development policy of coal mining subsidence in my country in the new era is analyzed,and the optimization path is proposed.The main work and conclusions of the paper are as follows:1.Divide the policy change of the comprehensive development of coal mining subsidence into three stages,namely the start-up stage,the rapid development stage and the transformation and upgrading stage.Applying the multi-source theory modified by localization,the influencing factors of policy changes in the source of problems,the source of policy and the source of politics are analyzed.2.This paper analyzes the changing trend of comprehensive development policies of coal mining subsidence areas in my country in the new era,mainly including(1)The policy system tends to be improved,and the institutional mechanism needs to be innovated;(2)The policy orientation is taken into consideration,and the all-round collaborative governance;(3)From the policy formulation From the perspective of safety,we will continue to strengthen supervision;(4)From the perspective of security,we will introduce policies to ensure it.3.Put forward the optimization path of comprehensive development policy for coal mining subsidence in my country in the new era,including:(1)Focus on the source of the problem,optimize the information feedback channel,and pay close attention to the practical problems to be solved;(2)Clarify the source of the policy and mobilize the participation of multiple subjects to promote scientific and democratized policy formulation;(3)To grasp the political origin,pay attention to changes in the ruling party’s governing philosophy,and strengthen the guidance of public opinion;(4)To play the positive role of policy entrepreneurs and increase the frequency of opening the "window of policy".
