Research On The Historical Evolution Of China’s Environmental Policy Since The Founding Of The People’s Republic Of China ——Basde On Multiple Streams Theory

In today’s world,the environmental issue is one of the most discussed and noteworthy issues in the world.China is no exception.The proposal and development of the theory of ecological civilization construction and the continuous improvement of environmental law and environmental policy have put forward the corresponding theoretical conception and practical guidelines for thinking and solving China’s environmental problems,and have made remarkable achievements.This provides a solid foundation for us to further crack environmental problems and build a beautiful China.It also provides a template for other countries to solve environmental problems.However,there is no denying that although China’s environmental quality has been greatly improved,there is still a lot of room for improvement on the whole,and the problem of environmental pollution is still very serious in some places.In order to further cope with and solve these problems,it is necessary to review the historical evolution process of China’s environmental policy,sum up the experience,and move forward better.Multiple Streams Theory is one of the important theories to analyze the policy changes in western countries.The theory of dynamic,more suitable for research policy formulation process,thus using Multiple Streams Theory to analyze the historical evolution of the environmental policy research in our country,help to all-round display the actual factors of our environmental policy development process and status,dialysis of existing problems,and can offer the thinking and improve corresponding policy Suggestions.The thesis is divided into four parts.Firstly,it discusses the theoretical basis and model of Multiple Streams Theory and its applicability in this paper,which provides a visual basis and theoretical framework for the future research on the historical evolution of China’s environmental policy since the founding of the People’s Republic of China.Secondly,it introduces the theoretical and practical background of the development of China’s environmental policy,and elaborates the four historical development stages of China’s environmental policy since the founding of the People’s Republic of China,from exploration and improvement to further improvement and deepening innovation.From the analysis,it is concluded that China’s environmental policy status is constantly improving,content is constantly improving,and function is constantly strengthening.Then,based on the Multiple Streams Theory,it analyzes the driving factors ofChina’s environmental policy evolution since the founding of the People’s Republic of China.Among them,the source of problems includes: interpretation of indicator changes,triggering of focus events,exposure of feedback information,and budget as a contributing factor;The sources of policies include the Suggestions and Suggestions of the political community,the convening of the national Environmental Protection Conference,and the promotion of the international environmental agenda.The political origins include the change of the CPC’s development philosophy,the ferment of public sentiment,and the effective promotion of environmental protection ngos.When the policy window opens,the three sources converge to push environmental policy forward.Finally,to address the shortcomings of China’s environmental policies since the founding of the People’s Republic of China,such as inadequate policy implementation and low public participation.The reasons are that there are too many problems left over from history,the punishment for violation is not strong enough,and the degree of cooperation with other policies is low.From the analysis of the shortcomings and causes,we can get inspiration from the national,social and individual levels.We expect China’s environmental policies to develop better in the future.
