Research On The Construction Of Environmental Claims For Waste Classification

From the perspective of constructivism of environmental issues,this paper examines the process of how the environmental proposition of garbage classification is reconstructed after the incineration risk and constructed by the media and environmental ngos,and then analyzes how they construct the environmental proposition of garbage classification.The environmental proposition of garbage classification can be "re-emerged" in the context of risk language of technical disputes.The key is that the potential risks of "garbage siege" and the realistic threat of incineration technology realize the "problematic" of garbage.How to deal with the dilemma of "garbage siege" has become a problem that the public must pay attention to.In the wake of the burning controversy,the media and environmental ngos have worked together to raise the dormant environmental claims on waste classification and start to make their voices heard.This paper attempts to analyze the discourse text of these two main communication subjects and to analyze how they construct discourse and produce consensus in the social construction of garbage classification environment.In the face of "garbage siege" environmental risks,the government argued the uncertainty risk of waste incineration plan for technical controversial,material produced by the public by means of burning dioxin realized the risk identification,garbage sorting as alternative solutions to "junk siege" to "play again",in the event into the public domain caused wide public concern.In the face of the burning controversy,on the one hand,the media absorbs the folk discourse to magnify the environmental proposition of garbage classification,and calls on the government to "shelve the controversy and jointly develop" and take garbage classification as a long-term way to deal with the "garbage siege".Based on its own legitimacy,the media,through the attribution of responsibility and governance supervision,to some extent,promote the "institutionalization" and "structure" of garbage classification discourse,and promote its implementation to a certain extent.However,with the desensitization of incineration issue and the shift of social focus,the advocacy discourse of media waste classification environmental proposition gradually shrinks.On the other hand,after the burning controversy,environmental ngos focusing on waste management are also brewing.Environmental ngos advocate garbage classification by cultivating the concept of zerowaste environmental protection,forming a discourse alliance for policy advocacy and carrying out ritual mobilization.With the adjustment of state-society relations and the promotion of ecological civilization construction status,the green discourse of environmental ngos has realized the transformation from grass-roots to professional.At the same time,its discourse is constantly "embedded" in the mainstream discourse,and its role as the builder of environmental governance rationality is increasingly prominent.In the past ten years,the media and environmental protection ngos have jointly woven an expression network of garbage classification propositions,and the two have presented the synergy of "responsibility attributed to the government" and "system design is the key" in the construction of environmental propositions.At the same time,environmental ngos also provide zero-waste environmental value supply and knowledge supply of grass-roots governance experience,forming an effective complement to the construction of garbage classification proposition.However,it is found that there is a lack of effective cultivation of environmental protection values in the media's expression of garbage classification propositions,and efforts should be made to build a community of ecological values in the future.Moreover,the joint efforts of media and environmental ngos should be strengthened to jointly promote the modernization of waste management capacity and management system with "institutional attribution" as the focal point.In addition,the discourse advocacy of environmental ngos also needs to break through the echo wall of environmental protection circle to achieve a wide range of diffusion.
