Research On The Policy Agenda Setting Of National Participation In Ecological Environment Governance In China

The ecological environment problem has been concerned and valued by the whole society.With the further development of China’s economy,the ecological environment problem has increasingly restricted the healthy development of China’s economy and society.Therefore,China’s new development concept emphasizes that we should solve the problem of harmony between good people and nature and take the road of green development.Throughout the development of China’s ecological environment governance policy,the drafting of the environmental protection law of the People’s Republic of China(for Trial Implementation)in 1979 has opened a chapter of China’s ecological environment governance policy.Over the past 40 years,China’s ecological environment governance policy has undergone continuous evolution.In the process of evolution,the choice of policy tools has become more reasonable,the subjects of policy participation have become more diverse,the power of multiple subjects of environmental governance has been paid more attention,and the effect of environmental governance policies has become more obvious.So far,in order to emphasize the construction of a modern ecological environment governance system led by the Party committee,led by the government,with the participation of enterprises,social organizations and the public,the general office of the State Council issued the guiding opinions on the construction of a modern environmental governance system in march2020,which reflects the maturity of China’s modern ecological environment governance system and marks that China’s ecological environment governance policy has really entered the governance period of national participation.It provides important guidance for describing a new chapter in the "fourteenth five year plan" to promote green development and promote the symbiosis between man and nature.The environmental governance system is a part of China’s governance system,and the ecological environment governance policy is a powerful guarantee for the modernization of China’s governance capacity,and an important guarantee for jointly building a community of human and natural life.Therefore,analyzing the agenda setting of China’s Eco-environmental governance policies,especially the policy agenda during the period of national participation in environmental governance policies at this stage,will help to clarify the development and progress of China’s environmental governance policies,enable more people to pay more attention to environmental governance,and enable more diverse forces to actively participate in the important task of environmental governance.Based on the above analysis,this paper takes China’s environmental governance policy as the research object,and focuses on the policy agenda during the period of national participation in environmental governance policy.Using the multi-source flow model as the theoretical basis for policy analysis,this paper constructs a theoretical analysis framework based on China’s political system and policy environment from the perspective of ecological environment governance policy agenda setting.From the source of the problem,the change of environmental indicators exposes the continuous pressure of the ecological environment and other factors,making environmental issues enter the policy agenda;From the perspective of policy origin,the continuous contributions of experts and scholars have accelerated the formation of policy soup and promoted the rational optimization of environmental governance policies;From the perspective of political origin,the developing concept of environmental governance and other elements of the ruling party provide a good political atmosphere for the development of environmental governance policies,and are also the core force to promote the setting of environmental governance policy agenda.With the efforts of "policy promoters" composed of national leaders,deputies to the National People’s Congress,experts and scholars,we have opened the policy window and realized the continuous development of the environmental governance policy agenda setting.Finally,from the core elements of the multi-source flow theory and the three source flows as the starting point,find out the problems in the policy agenda,and put forward the methods to optimize the setting of China’s ecological environment governance policy agenda,in order to provide reference for the improvement of China’s ecological environment governance policy system.The ultimate goal of environmental governance is to properly handle the relationship between development and the environment,so as to realize the harmonious coexistence between man and nature.In the future,the research on ecological environment governance policies should also pay attention to exploring the transformation from "passive governance" to "active" governance mode,so as to realize the beautiful vision of a beautiful China.
