The Rural Vitalization Strategy was a rural development strategy proposed in The 19 th National Congress of the Communist Party of China(NCCPC).The three critical issues in The Rural Vitalization Strategy including agriculture,rural areas and farmers are fundamental and closely linked with the national economy and people's livelihood.The implementing Rural Revitalization Strategy and solving these problems,such as farmers' income increase,agriculture development and rural area stability,are seriously considered by the Chinese central and local governments as the very important tasks in the future because the rural homestead is the foundation for majority of farmers undergoing survival in the rural area,and is a lifeline for most of farmers.The implementing rural real estate survey(homestead),hence,is taken as one of critical measures to safeguard the legitimate rights and interests of all farmers,and to promote the harmony and stability of rural social order,and to deepen rural reform and to fasten the urban and rural overall development.Rural real estate survey is a critical part of realizing the unified real estate registration system.Rural real estate survey generally consists of cadastral survey and housing property survey.Before the implementation of the unified real estate registration,rural homesteads and housing property were manipulated by two different management departments of local government.Different survey for rural homesteads and housing property was conducted to obtain their own survey results according to their own regulations and requirements.However,in the process of implementing rural real estate survey,it is of great practical significance to how to make use of the existing survey results,such as rural cadastral survey and historical archive documents of housing and land registration,so as to keep the seriousness and continuity of the survey results in law.In this paper,it is focused on how to carry out the rural real estate updating survey based on the existing rural cadastral survey database and the historical archives of housing and land registration.Theoretical analysis and example verification methods are employed in this study.Based on the application model of the rural cadastral survey database and historical archive documents of housing property & land registration,the incremental model of the rural real estate survey is built first,and then the method for the half-automatic updating of topological relationship between spatial features for rural real estate survey is proposed,next the integrated tools are shown,which is used to integrate historical archive documents of housing property and land registration with the results of rural real estate survey.The main research topics are as follows:(1)The rural cadastral survey database and the historical archive documents of housing property & land registration in Danyang County,Jiangsu Province,China,are analyzed.The accuracy and precision of the rural cadastral surveying and mapping results are reverified.We analyzed the database standard of rural real estate survey for Jiangsu Province,and revealed the differences between the rural cadastral survey and the real estate survey in some aspects such as task content,database construction standard and so on.Meanwhile,the two application modes for the rural cadastral survey database and historical archives of housing & land registration are given.(2)The incremental model of rural real estate survey is constructed.The change types of rural real estate survey objects are discussed first,and then the relationship between the rural survey data and the updated data before-and after-changes are disclosed,and the incremental model of rural real estate updating survey is put forward,and the incremental model in the rural real estate updating survey is utilized to solve practical problems in the end.(3)The half-automatic maintenance method of topological relationship between spatial features of real estate is studied.With the support of ESRI's Geodatabase spatial data model,in base of the contents and characteristics of the rural real estate survey database,the spatial relationship among features in the rural real estate ownership survey is analyzed and the corresponding topological rules are constructed to validate the spatial topological relationship.The causes of topological errors of spatial features are established,and the fast and accurate maintenance methods for the types of topological errors are designed.According to the hierarchical relationship of spatial features,the hierarchical control mechanism for topological relationship maintenance is proposed,hierarchical control modes are exhibited and tools based on AE are developed to half-automatically update topological relationship between real property spatial features.(4)The integration method of historical archives of housing & land registration with rural real estate survey results is presented.In view of the characteristics of rural registration and investigation,the standardization model and purging method of the location are put forward.The descriptive structures about locations in historical archives of housing & land registration are in line with that of rural real estate survey.Based on the analysis of the characteristics of location change,the relative similarity between locations was estimated according to the overlap degree of the real estate right holder's name,and the linkage relationship between historical and current location descriptions is constructed.The matching conditions of a direct or an indirect matching were designed to complete the connection between the historical registration data of real estate.The results of current survey are connected with historical data of the right holders' names and the location.It is concluded that,when the surveying and mapping and attribute accuracy and precision of the results for rural cadastral survey can meet with the requirements of the Regulations,the results of rural cadastral survey can be directly applied in the rural real estate renewal survey.This doing can not only maintain the legal continuity and seriousness of the original results,but also save the project funds and speed up the progress of the project implementation.
