Study On The Property Right Of Fishery Resources In Coastal Fisheries Of Zhoushan Islands

The property right reform of fishery resources is an important part of the reform of the property right system of natural resources and a major reform of the fishermen's rights and interests protection system and fishery management system.The reform of property rights should focus on breakthroughs in coastal fishery resources,which will bring great significance to the development of national marine fisheries.How to strengthen the rational exploitation and utilization of fishery resources and realize the property right management of fishery resources has become an urgent problem to be discussed and solved in China's fishery management.Zhoushan fishery has a glorious history.In history,many Fishery Policies of our country were introduced after Zhoushan created experience.Zhoushan Fishing Ground is the largest offshore fishing ground in China and one of the most productive areas of marine fisheries.Zhoushan Coastal Fishing Ground is the sea area west of the prohibited fishing zone line,which is the marine space for the traditional fishermen in Zhoushan.In view of this,this paper makes a thorough study on the property rights of fishery resources in the fishing grounds along Zhoushan Islands.Firstly,on the basis of studying the current situation of fishery resources management in Zhoushan coastal fishery,the legal basis and main means of fishery management in Zhoushan coastal fishery are sorted out,and the problems of fishery management in Zhoushan coastal fishery are briefly analyzed,and the comprehensive efficiency of fishery economy in Zhoushan from 2004 to 2017 is empirically analyzed by using data envelopment analysis method.The results show that Zhoushan fishery management is effective.The results are remarkable,but there is still room for further reform.Secondly,relying on the questionnaire survey of "the innovation of fishery right system in Zhoushan coastal fishing ground",this paper hypothesizes fishermen's recognition of fishery resources property right,and uses SPSS software to analyze it.The research shows that the government should improve fishermen's initiative and enthusiasm in participating in fishery management by establishing fishermen's autonomous fishery management cooperative organizations,and promote the management of fishery resources property right in coastal fishing ground.Furthermore,this paper uses game analysis method to explore the internal law of the main behavior of the government,fishermen and fishery management cooperation organizations in the process of property rights of fishery resources in coastal fisheries,in order to provide theoretical basis for the corresponding countermeasures to promote the property right management of fishery resources in coastal fisheries.Through establishing the game model between the government and the fisheries management cooperation organization,this essay obtains factors affecting the optimal supervision behavior of the government and the optimal negative execution behavior of the fishery management cooperative organization.Through establishing the game model between fishery management cooperation organization and fishermen,this essay obtains factors affecting the optimal supervision behavior and fishermen's optimal violation behavior of fisheries management cooperation organization.Through establishing the game model between the government and fishermen,this essay obtains factors affecting the optimal regulatory behavior of the government and the optimal violation behavior of fishermen.Through establishing the game model of three parties,this essay obtains factors affecting the optimal regulatory behavior of the government and the optimal conspiracy actions of between fisheries management cooperation organization and fishermen.Finally,this paper combines theoretical analysis and empirical research to put forward specific ideas for the property rights of fishery resources in Zhoushan Islands coastal fishery: to establish the property rights system of fishery resources in Zhoushan Islands coastal fishery,to improve the legal and regulatory system of property rights management of fishery resources,to explore the self-management system of fishermen,to improve the social security system of fishermen,and to strengthen the construction of regulatory mechanism.It is hoped that the reform of property rights of fishery resources in Zhoushan Islands coastal fishery will be promoted,the sustainable development of fishery will be maintained,the efficiency of fishery management will be improved,the rights and interests of fishermen will be guaranteed,the stability of fishing areas will be maintained,and the harmonious development of ecology,society and economy will be realized.It is expected to play a demonstration role in the management of coastal fisheries in China.
