To find out the land resources utilization of the whole China, to master real accurate land use data, and to promote the development of social economy, on July 2007, the Second National Survey launched by the ministry of land and resources, and the land survey database of prefecture, municipality had been set up. Today, the task of establishing the rural land survey database has already been done, and we enter the stage of the map making. The mapping of the land use map of the second land survey base on the land survey database, but because of the database is facing in spatial data management and analysis, not facing in map making, so we mast edit the second land survey database.This paper, based on participating in the second national land survey (rural part) in Yunnan Province, analyzed the drawing specification of the present land use map, the theory and technology of how to map based on geographic information database. The problems of how to map the Standard Division Range Map with rural land survey database had been conclude to three types:Map symbol conflict, Map Feature missing, automatic symbolic and map trims. This paper proposed the solution of the map symbols conflict of land boundary, contour line and the boundary of the land use polygon, discussed the added generating of the water flow and the bridge. Especially, this paper proposed an automatic algorithm of the jump draw of the administrative boundary based on the spatial relationships between the administrative boundary and the line feature or the land use polygon. For the spatial conflict between land-use symbol and other map features, proposed an algorithm of intelligent generating and deploying the land symbol, it contain a method of making land symbol and a method of adjusting the symbol's coordinate. The algorithms mentioned above had been implemented and applied to the project by ArcEngine components and C# program language. The user of the program can set related parameters, so the program can be used on different scale map drawing.Finally, this paper summarized the whole research work, and raised the future work in respect to the shortcomings.
