This paper analyses the domestic and international application on highway pavement maintenance management based on GIS, and study on design idea, data collection, database construction and data analysis of the highway maintenance management system combining the building process of the maintenance management system of the section from Harbin to Daqing of Suiman Expressway (G10) based on GIS.First, the paper makes suggestions for the software environment of the highway maintenance management system based on GIS, and based on design idea of system engineering the functional requirements of the pavement maintenance management system main body design frame for network level and project level system is pointed out by the research of system structure. Second, by studying intelligence collection system for roads technical conditions based on GIS collector, a new acquisition mode is putted forward. And the extraction, integration and management of the maintenance data by the acquisition modes is solve in ArcGIS. Finally, the paper is discussed and practice research according to the whole construction process and the specific methods of highway maintenance management system based on GIS, including the construction for static database and dynamic database, linear reference and dynamic segmentation technique. And with Hada highway maintenance management system for engineering examples, the function modules of the system are analyzed and introduced.In addition, two methods, the temporal GIS analysis and spatial analysis of satellite images,are tried to show the development trend of pavement technology condition and find formation reasons of road diseases by this system. Try to break the old data analysis mode, and realize analysis method about the technology condition prediction and maintenance scheme decision based on real GIS.
