With the rapid development of our nation's economy, he highway track in use has increased from 126,000 kilometers in 1953 to 3,680,000 kilometers in 2008. Due to the swift increase of the intensity of the traffic net, the highway engineering has further perturbation on the microbalance of the nature, and the body of the highway is continuously damaged by the disease, natural disaster or man induced harm, which results in the rapid growing of a series of economic loss. The modern management of the highway disease and disaster information could provide us with scientific and efficient control measures, conduct the engineering practice and supply evidence to our scientific research.The paper makes its first of introduction the linear reference and dynamic segmentation techniques to the enquiry of highway disease and disaster information on the basis of the full consideration of the linear character of the highway structure. It establishes the linear reference and dynamic segmentation model, realizes the "one to many" correspondence between highway entity and its attribute set. Meanwhile, it avoids the data redundancy, simplifies the enquiring and calculating model and also improves the enquiry speed. In addition, the system makes up a serious comprehensive enquiry which you can obtain the highway disease and disaster information according to different roads, regions and times, and you also can administer the data bank of the system in the editing pattern.The Highway Disease and Disaster Enquiry System is a visualization system which can provide us with dynamic enquiry of the highway spatial and attribute data. The system is developed from platform of Visual Studio 2005, and Arc GIS Engine map development tool package is called by the Language C++ on the platform. In the programming of the system data bank section, it accomplishes the design of the conceptual structure, logical construction and physical structure, establishes an open, high compatibility data bank by adopting the multiple source integration of the system data in Arc GIS.Finally, we surveyed the performance of the whole application program in the surrounding of Visual Studio 2005 run by a computer with the CPU of Intel Pentium 1.6 GHz and internal storage of 512 M. The result indicates that there are no failing or skipping items in the process of program generation. According to the summary of the performance generated from the test, the percentage of the sample function of exclusive and non-exclusive time is not beyond 8% and 36% respectively. The data shows that the running state of the system is stable under this configuration and it can be put into the trial run.
