The Complex Network approach has been successfully applied to the study of many disciplines as a large-scale data and information macroeconomic statistical method in recent years, especially in the research and development of the socio-economic field. The merge of the ability to handle large-scale data and information of The Complex network method and the industrial economy has broadened the study of industrial organization, and also provided a desirable method for the low-carbon economic evaluation which includes all information of industrials and enterprises. Building a comprehensive evaluation system with multi-disciplinary low carbon indexes based on a complex system of low-carbon economy can describe the characteristics of the development of the low-carbon economy, and measure the level of the low-carboneconomic development more vividly.This paperedcomposes carbon emission factors for various industriesbased ontheanalysis of the complex structure of the industrial system. There are some factors ofpromoting carbon emissions such as industrial scale and industrial structure, andindustrialtechnology is one of the inhibition factors. And complex network of construction of industrialcarbon value input-output model is built which has direction, weighting, assignment, multipleedges, and self-ring. After in-depth discussion of the model‘s statistical properties oftopological degree, the weight, the optimal path, clustering coefficient and density, we foundthere are some characteristic of the industrial carbon value input-output net as follow:(1) thenet‘topological structure is close;(2) there are some scatter of weight distribution;(3)Theclustering neighbors interact frequently. Afterward, the function, status and the relationship ofthe nodes were studied by Center-Edge, Lambda set and Dematel model from three levelscalled general-group-the child nodes. And then the central element and the edge elementare factored out. Moreover, all elements were divided into groups based on the center rightposition, as influencing factors or not, and reason factors or result factor.Finally, we established an industrial carbon input-output value based on complex network model as an attempt to provide a new method to evaluate low-carbon economic. This research enriches the evaluation theory of industrial and enterprises low-carbon economic level of development, and make efforts to provide practical and accurate methods for decision maker, i ndustry and enterprises, which to evaluate low-carbon economic level of development and find key factor influencing low-carbon economic level of development.
