Guangdong Province east of the South Ocean, marine economic development with its superior geographical conditions and rich marine resources, become a big marine province in china. But at the same time, Guangdong marine economy presents the obvious "three-high" features, namely the high consumption of energy resources, high carbon emissions and high pollution of the marine environment. There is a phenomenon of predatory management force in this traditional model. Therefore, Guangdong existing marine economic development model has been unable to meet the requirements of sustainable development of modern social economy, seriously restricting the Guangdong from "big marine province" into "the strategic objective of marine province". Although the "low carbon economy" is the word for having heard it many times, but judging from the current research results of marine economy, relates to the field of low carbon is not a lot of research. Therefore, in this paper, we should advocate low carbon environmental protection in the pursuit of the trend of the times, the research of marine low carbon economy should choose what kind of development mode has a certain basis and reference.In this paper, the Guangdong Province marine low carbon economic development model as the research object, in order to determine the circular economy theory and the sustainable development concept as the theoretical basis of this thesis. First of all, the whole of Guangdong Province of marine economy of the low carbon development actual situation analysis and research, through the collection of data, proceed from the marine economy carbon emissions, carbon sequestration, carbon resource and marine economic development level index of four, the actual situation of the objective evaluation of Guangdong ocean economy low carbon, thus research pointed out that Guangdong the development of marine low carbon economic problems. Secondly, learn from other areas of foreign experience in the development of low carbon economy in Guangdong Province,successful, and according to the characteristics of its development and the actual situation,put forward the "four in one" + "carbon-origin, carbon-emissions, carbon-collection" all-round development mode of low carbon control. Finally, proposed by the government,enterprises, research institutions and related subject of residents four, from point to plane,from the source to control carbon emissions carbon emission process specificationprocess, to capture the carbon emissions generated by grasping, strict control of carbon,and the aim of reducing the carbon footprint, the strategic goal of marine economy the development of carbon.Marine low carbon economic development model proposed in this paper, firmly grasp the four main behavior body, the whole process to produce carbon, deep into all aspects of carbon produce.
