As the world’s second largest energy producer and consumer and the secondlargest emitter of carbon dioxide, China also has no choice to take a development roadof low-carbon economy. FDI, taking MNCs as the carrier,is the emitter of greenhousegases as well as the investor of low-carbon economy development. So, in the processof using FDI to have industrial structural adjustment and change economic developingpattern, China follows the development of social economy and goes with the trend oflow-carbon economy. Under the background of further enhanced industry-transferringand further liberalized FDI, from the present situation of low efficiency of energy useand the only option of low-carbon economy,China needs to change the pattern thatthe previous research is mainly a supply determinism, strengthen the analysis ofeconomical effect which from FDI and study FDI and adaptability of policy. Weshould see the need of China low-carbon economy as one of foreign capital standards,improve the ability of managing and controlling foreign capital,enrich and expandthe study to FDI. We should unify the introduction of foreign capital with low-carboneconomy, guide foreign capital to bring more low-carbon technologies, guide FDI tofocus on low-carbon production,low-carbon product, low-carbon industry andlow-carbon life, prompt China industry structure transform to low-carbon structure,sothat prompt the transformation of China economic developing mode, make foreigncapital really play a role on low-carbon economy development in China. Therefore,the study of FDI effects on China low-carbon economy development can provide abeneficial reference to China low-carbon economy and the transformation of industrystructure.In the paper the structure arrangement, the first chapter is the introduction part.This section outlines the research background and significance, elaborated by far thedomestic and foreign scholars on the FDI and low carbon economy theory as well asthe research methods and results, and introduces the research train of thought, theresearch methods and the innovation points of this paper and deficiency. The second chapter of the FDI and low carbon economy theory and development analysis of thestatus quo, and the transnational investment of low carbon. The third chapter analysisof FDI on China’s development of low carbon economy influence, separately from thepositive and negative analysis. The fourth chapter is the core part of this article--Empirical analysis. First proposed by FDI for China to develop low carbon economymodel assumptions, select the sample and variable index. Then it constructs a linearregression model, and through the methods of statistical analysis shows the currentFDI on China low carbon economy development influence. Finally, based on aboveanalysis, the linear regression model by regression analysis, the empirical results aresummarized and analysis. The fifth chapter is the part of policy suggestion, from theChinese government, local enterprises, multinational companies such as anglerespectively related proposals and measures.
