In recent years, the invasion of exotic plant is one of the popular problems in the world. Many countries give it the wide attention. There are plenty of harm of exotic plant invasion, including the destruction of the ecological environment, biodiversity loss, the economic losses of animal husbandry and fishery, the influence of international trade, even human health and safety. The exotic plant has damaged China for many years. The kind of exotic plant also gradually becomes larger after China joins the world trade organization. As one of the important components, exotic plant is urgent to be controlled on the management. There is important practical significance to use appropriate methods to evaluate the risk of introducing exotic plant. The significance includes maintaining the ecological security of our country and reducing economic loss.In order to solve the problems mentioned above, first, on the basis of a great deal of references, definition and theoretical foundation of the invasion of exotic plant are introduced. It sorts home and abroad literature on evaluating the risk of introducing exotic plant. Second, we have fully understood the current situation of invasive alien species and exotic plant in China, the current invasive situation of exotic plant, and the invasive situation Solidago Canadensi in Anhui province. This thesis finds out the causes of invasion. Third, it references the risk assessment system of introducing exotic plant in Australia and the United States. It also builds the risk assessment system of introducing exotic plant according to the situation in China. Fourth, weight values of diverse indexes are set up by analytic hierarchy process. We use the established index system to assess Solidago canadensis in the Anhui province. It verifies the scientificity and objectivity of the index system.The conclusions of this paper mainly include three aspects, as follows.(1)It references the risk assessment system of introducing exotic plant in Australia and the United States. It also builds the risk assessment system of introducing exotic plant according to the situation in China.(2) Weight values of diverse indexes are set up by analytic hierarchy process. We find that the plant’s ability to reproduce and spread is the most important factor in first class indexes, which is followed by the difference and influence of environment and the control of hazard. The reproduction mode is the most important factor in third class indexes. The conclusions point out the direction of risk management in introducing exotic plant.(3) We use the established index system to assess Solidago canadensis in the Anhui province. The result of the risk assessment is high-risk. We prohibit the introduction of Solidago canadensis. On this basis, some relevant countermeasures and suggestions are put forward in this paper. We hope that they can play an important role in improving the development on the risk assessment system in introducing exotic plant.
