The policy of stopping the examination and approval of new reclamation projects is strictly ordered by the state,which puts forward higher requirements for the intensive utilization of the sea for stock construction.The purpose of the index system of sea area control for construction projects is to strictly control the reclamation scale and the length of coastline occupied by the sea for construction projects,improve the efficiency of development and utilization of sea areas,strive to minimize the consumption of sea space resources and maximize the sustainable development of marine economy and society,and promote the economical and intensive utilization of sea and coastline resources.This paper expounds the connotation of the index system of sea area control for construction projects.By grasping the guiding principles and policy basis,and combining with the analysis of the general situation of sea area used for construction projects in China,it is believed that the establishment of the index system should conform to reality,and at the same time should have certain logicality and foresight.By sorting out the control indicators of current policies and combining with the methods of literature research,the target of research is preliminarily obtained.By using the method of constructing DPSIR model,the connotation and corresponding indicators of five interrelated links of driving force,pressure,state,impact and response of construction projects are systematically analyzed,so as to determine the main indicators for controlling the sea area used in construction projects.Finally,taking Zhejiang Province as an example,the recommended values of control indicators are calculated by sample survey and statistical methods.Among them,the average investment intensity calculated by the sample is too high to be used directly.The horizontal comparison of the development level of marine economy in 11 coastal areas of Zhejiang Province is made by using the analytic hierarchy process(AHP),which serves as a reference for the evaluation of investment intensity index and forms a complete index system of sea area control for construction projects in Zhejiang Province.
