Study On The Evaluation Of Emergency Logistics Support Capability On Analytic Network Process Theory

China is one of the countries most affected by emergency in the world, which exertsnegative influence on the development of national economy and society. Such as theTangshan earthquake in1976, the Yangtze River flood in1998, the SARS in2003, Wenchuanearthquake in2008and the oil spill in Penglai in2011, all of these had brought harrowingexperience to residents. After sudden natural disasters and public crisis which cause heavycasualties and the economic losses, it will need a lot of emergency supplies to help inalleviating and solving the problems of saving lives, epidemic prevention, the post-disasterreconstruction and resumption of production, or loss may further be increased in disasters. Toimprove the emergency logistics support capacity is the key to reduce casualty loss and ensurethe development of social stability. Having witnessed the passive situation after emergencyrepeatedly, the emergency logistics support capability is badly in need of more in-depthresearch and improvement.This paper reviews various related theories about the emergency logistics. Analyzing theinfluential factors and constitution of emergency logistics support capability, the paperresearches from three aspects about the impact the emergency logistics support capability.Based on Analytic Network Process (ANP), a model is established for evaluating theemergency logistics support capability. By building an index system of support capacity andan ANP model, an evaluation on the support capability is made and weights of all the criteriaare acquired, and furthermore, we can find defects of the support system and improve it inpractice.Through the analysis of the emergency and from the perspective of the emergencylogistics management, this paper analyzes various influential factors of the emergencylogistics support capacity and establishes the evaluation indicator system to study theemergency logistics support capability from quantitative analysis. Not only does the researchenriches the academic studies of emergency logistics and deepens the emergency logisticstheory, it also has greatly practical value in reality. It helps to identify the gap betweenpractical and theoretical situation and promotes the improvement of emergency logisticssupport system, and it is also significant to ensure the smooth implementation of emergencylogistics activities and reduce losses in disasters.
