Study On Material Support System Of Emergency Logistics Management

By the viewpoint of system analysis, the thought that managing the material resource of emergency logistics management wholly was developed, and the material support system of emergency logistics management was set up. In this study, the emergency material was investigated in a lifecycle from an emergency logistics manager position for the first time, from collection and procurement to inventory management, till transportation and distribution. Thus emergency logistics can be ensured and the cost can be reduced.Based on the definitude of significance, mode and avenue of emergency material collection, the mode, principle and program of procurement were discussed. Three procurement models (electronic commerce procurement, gray relationship procurement and mul-goal procurement) were given to confirm provider team and the targets of quality, price, just-in-time were satisfied.Based on the effect factors of material wastage, reserves information entropy model was set up to make sure the best reserves. Based on the effect factors of emergency material inventory control, economy order quantity was fixed under different market conditions. ABC method was used to master inventory classified. Considering the limitation of ABC method, using grey winterization weight function clustering, a new method about emergency materials inventory sorting was proposed.Based on transportation mode choosing model and transportation path choosing model, nerve network strategy was used to optimize the chosen of transportation mode and path. Based on the difference and relationship between transportation and distribution, six different distribution modes were given according to different emergency requests and different emergency material characters.All of these simulate the actual condition of emergency logistics.
