The Study On The Business Of Emergency Logistics Under The Super-ministry System Of Communications

In 2008, the object of reforming government institutions is major departments in our country, thus the Ministry of Transport was set up. It is clearly that this will speed up the pace of forming an integrated transport system, and also create the conditions for shaping a large logistics. On the other hand, in recent years, our country also often subjected to emergency natural disasters, such as snow, earthquakes and floods et al, which has brought great damage to enterprises and the economy. Based on this context, this article focuses on the future development direction of enterprises emergency logistics and how to construct the emergency logistics system under super-ministry situation.In this paper, the qualitative analysis methods is used to research on the enterprises emergency logistics system, and the quantitative analysis tool AHP is also used to evaluate the system performance. Besides, we primarily review to relevant literature, and use comparison methods to understand the domestic and international emergency management and enterprises emergency logistics development status. Furthermore, we analyze the influences of government and business form super-ministry system .The results showed that: it promotes government to build department of emergency management and information platform, and form a well-developed transportation network. This indirectly led enterprises to establish a sound logistics system and emergency organizational structure, culture professional emergency logistics, as well as to format the virtual and integrated supply chain logistics emergency. Based on those, we put forward emergency logistics management mode of fitting to our enterprises should be compatibility to work with government and other enterprise supply chain logistics system of emergency, and to mobilize staff and social forces to respond to emergencies. Finally, we discuss how to build an emergency logistics system from the organization building, system architecture design, system construction and systematic evaluation. To make better use AHP, we use the responsiveness, operational capability and adaptability of these three indicators to response logistics system performance.The traffic super-ministry system has brought new challenges to the enterprise emergency logistics, and also provides the conditions for the integrated and virtual emergency logistics supply chain. The future researches and practices of enterprise emergency logistics will be focused under the super-ministry system situation in our country.
