Enhancing enterprise emergency logistics system capability gradually put on the agenda. From the documents, there are many vacancies in enterprise emergency logistics ability evaluation. Therefore, it has an important significance to design a scientific, comprehensive, workable enterprise emergency logistics system ability evaluation system and evaluate enterprise emergency logistics system ability from an all round view for raising enterprise emergency logistics ability. In this paper, the research develops from the three aspects as followed:First, this paper summarizes the related documents about domestic and international emergency response capacity, logistics capabilities, emergency logistics capability and evaluation, then sets the related content about enterprise emergency management, emergency logistics systems, emergency logistics systems capacity and evaluation theories. On the purpose of strengthening enterprise emergency logistics capacity and expanding evaluation studies field, this paper puts enterprise emergency logistics system ability as research object.Next, from the idea based on the system evaluation, construct a preliminary enterprise emergency logistics system ability evaluation index system, and through questionnaire, using the statistical analysis software to filter and modified the initial index. This paper combines an improved three-level scale analysis with entropy method to determinate the index weights. Eventually, build the main quantitative and qualitative binding’s enterprise emergency logistics system ability evaluation index system from five aspects of emergency logistics command system, emergency logistics systems, emergency logistics information management system, emergency logistics resources and support systems, emergency logistics system and protect system.Finally, take Y municipal Tobacco Monopoly Bureau (company) Physical Distribution Allocation Center as the evaluation object, using the fuzzy judgment method to carry on the empirical analysis on enterprise emergency logistics system ability evaluating indicator system this research constructed. Make the corresponding capacity building proposals for each system. The measure results reflects well the present situation of emergency logistics capabilities of enterprise being evaluated, thus confirms this indicator system’s scientific, rational, the feasibility as well as the feasibility of assessment method.This application of research finding has a good reference value on enhancing enterprise emergency logistics capabilities.
