Study On The Evaluation Method Of The Emergency Capability Of Emergency Logistics Center

Unexpected events has happened frequently in the past in China, because ofemergency logistics system was imperfect, it made a lot loss to people and society,ant it not only made great threat on people’s life and property, but also seriouslyhindered the process of social modernization and development of national economy.So enhancement of the emergency capability of emergency logistics center wasgradually put on the agenda.Emergency logistics center is the key of emergency logistics system. Throughthe transfer activities of emergency materials, the emergency logistics center canguarantee the demand of the affected sites, and achieve the purpose of emergencyrescue. Compared with other transportation emergency organization, emergencylogistics center has obvious advantages in improving the efficiency of emergencymaterials transport, guarantee the quantity of emergency materials, the rationalallocation of emergency resources. In view of the important role that emergencylogistics center’s emergency capability has played in emergency rescue, theevaluation of emergency logistics center’s emergency capability will have practicalsignificance.This paper studied the emergency capability of emergency logistics center. Atfirst, the paper reviewed the research status of emergency logistics in China andaboard, and established the relevant aspects of emergency logistics. Then started from4aspects, emergency logistics operation ability, information system managementability, emergency resource support capability and the ability of emergency organizeconstruction, to choose two level evaluation indexes. Through the analysis andresearch on the two level evaluate indexes, designed two different assessmentstandards, so completely established the evaluation system of the emergencycapability of emergency logistics center. Used Analytic Hierarchy Process andAnalytic Network Process determined the weight of indexes, solved it by using theSuper Decisions software. Finally in the case, used the grey comprehensiveevaluation method theory to deal with the expert evaluation, then combined with theweight which was calculated by analytic network process to finished the evaluation and analysis of the case, through it, the paper verified the evaluate method which wasused in the evaluation of emergency capability of emergency logistics center isfeasible and pratical.
