Study On Natural Disaster Emergency Logistics Capability Evaluation System

China is a country where sudden natural disasters happen frequently,bring a great loss of China's economic and social development every year,two major natural disasters in 2008,snow and the 5.12 earthquake,not only caused great losses of our people's production and living,but also claimed nearly 100,000 innocent lives, relevant departments responded slowly,rescue operations were not effective,caused some kind of delay to the relief activities,making disasters proliferate and develop to some extent.As this kind of natural disasters are unavoidable and paroxysmal, carrying out disaster relief activities timely becomes the only means to reduce the loss and save lives.In order to ensure conduct smoothly of relief operations,it is a very effective way to collect relief supplies in time,and store,transport,release them.That is the background of natural disasters emergency logistics emerges.Researching on emergency logistics started late in China.This article based on the analysis on the theory of emergency management, studies the relevant theory of emergency logistics management,combining elements of logistics capability,analyzes the intension and characters of emergency logistics capability,and stands in the view of Medium-level natural disaster emergency logistics capability,detailed studies the factors which influence the capability of natural disaster emergency logistics from three dimensions:emergency logistics scheduling command,emergency logistics operation and information disposal,these factors are the origin of natural disaster emergency logistics capability evaluation indexes.The forth chapter discusses the principle of building capability evaluation index system,on its guiding,set up the index system,and evaluates these index by ANP,gains the compositors of each index's weight,it is important base to raise emergency logistics capability.The fifth chapter brings forward problems in China's natural disaster emergency logistics management on the basis of national status,puts forwards some improvement tactics and advises by learning from foreign experience.Very important theoretic and practical significance exist in researching natural disaster emergency logistics.On one hand,it is very limited for domestic academe to study on this field,no detailed study on natural disaster emergency logistics capability; on the other hand,researching on natural disaster emergency logistics capability can instruct practical activities effectively,after sudden natural disasters happen,it can bring forwards important theory guiding and implementation means for carrying out relief activities,transportation of relief supplies,is a power tool for building a harmonious society.
