Research On Emergency Capability Evaluation Of Local Government

During the turning period of economic and social transition, China is facing complicated contradictions. The complicated contradictions as well as natural calamities, accident disasters, public health and security problems result in high probability of unexpected public emergency events. Viewed from sphere, frequency, scale and organization, China is in the frequently-occuring period of unexpected public emergency events. Qua main body of social management and public service, government undertakes responsibility for emergency management, guarantee the lives and property of people and maintaining the public safety. As an important part of local government for emergency management, it not only embodies capability of replying to risks but also reflects working efficiency and ruling level. Therefore it is necessary to study further on evaluating the ability of government emergency management.In this paper, with a view to evaluate the ability of government emergency management, and by taking into consideration government functions of public service and emergency management, the performance evaluation model of government emergency management is proposed based on balanced scorecard (BSC), government emergency response capability is evaluated by the combined method of the analytic hierarchy process(AHP) and fuzzy comprehensive evaluation. Primary research contents are as follows:At first, based on balanced scorecard, reviewing internal and overseas research incomes, according to response system for public crisis of "one case and three systems" in china and characteristics of local government emergency management, this paper alters four aspects of balanced scorecard established by Kaplan and Norton. Upon on the elements, a framework of evaluation system including a lot of specific indexes is developed.Secondly, evaluating government emergency capability is a systematic project, and has a lot of qualitative evaluation characteristics. Considering complexity and fuzziness of factors about emergency capability, this paper establishes the performance evaluation model of government emergency management by fuzzy comprehensive evaluation method, and determines the index weights of government emergency capability by AHP. Based fuzzy comprehensive evaluation method, the evaluating fuzzy matrix is constructed. Finally, through fuzzy operation the comprehensive evaluation result is presented.At last, making use of evaluation model mentioned by this paper, Liaocheng government is evaluated on its capability of emergency management.
