Research On Tianjin BRT Construction And Operational Mechanism

First of all, this paper elaborated basic theory of related concepts, characteristics andfunctional positioning, and described the successful experience of construction andoperation process of BRT system in both domestic and international cities, summed up theBRT system construction and operation experiences in Beijing, Guangzhou, Jinan, Curitiba,Brazil, Brisbane, well as the city of Bogota, Colombia, and analysis to summarize theexperience from those above which Tianjin should learn from. Then on the basis of studyon economic development, the size of cities, urban road conditions, population, trafficconditions, public transport planning and related policy in Tianjin, analyze the feasibility ofthe construction and operation of Tianjin BRT, trying to find out a proper developmentmode Tianjin BRT, in order to provide workable recommendations and measures for TianjinBRT construction and operation and management mechanisms. Finally, on the basis of theprevious analysis, the paper studied the mechanism of the construction and operationalprocess of the BRT construction from the point of view of the government functions.Meanwhile, researched the mechanism of how to build methods and form strategies forBRT system from the perspective of government functions to enrich and supplement theTianjin BRT construction and operational phases.In the construction phase, this paper formulate the system of the decision-makingmechanism, traffic supply and demand mechanisms, investment and financing mechanism,ITS application mechanism, interface transfer planning mechanisms; In the operation phase,formulate the system of monitoring and early warning mechanisms, environmentalprotection mechanism, operating subsidy mechanism, high efficiency of the BRT systemoperating mechanism, maintenance of the BRT system mechanism. This paper combinedwith the specific development status of Tianjin, explore the suitable BRT construction andoperation mechanisms for the development of Tianjin BRT, thus make a positivecountermeasures and suggestions to promote the rapid development of the transport systemin Tianjin.
