Urban rail transit,as an emerging urban public transport,has the characteristics of energy conservation,environmental protection,efficient and convenient,large capacity and high security.It can solve the problem of urban traffic congestion effectively and make the development of urban transportation.Because of its quasi-public product attributes,it can not only benefit citizens but also promote the development of relevant industries in the city.It can expand the city related industry value-added space,promote social development,and boost the process of urbanization.In the process of rail transit construction and operation,the government needs to give full play to the function.Only good prophase planning and policy guarantee can make sure the realization of the public service function of Suzhou rail transit.In this paper,I use the public product theory,TOD theory and sustainable development theory to be my theoretical bases.It focuses on the the quasi-public goods attribute of urban rail transit and discuss the realization of public service functions.Suzhou Rail Transit is used as a case study.Firstly,the current situation of Suzhou Rail Transit,the characteristics and long-term planning is overviewed in this paper.Secondly,it focus on how the Suzhou Rail Transit position its public service functions in theory and how can it guide the city development.Combined with the status quo it analyzes the deficiencies and defects of Suzhou Rail Transit.After learning from the experience of domestic and foreign cities,through the methods of literature reading and on-the-spot investigation it put forward the countermeasure and suggestion on construction planning,facilities,policy and so on.
