Research On Government Investment Projects Management Based On Public Institutions Agent Construction System

A practical work about Agent Construction is being undertaken in governments of every province. According to nature of trustee in agent construction, the form of agent construction can be divided into two patterns: Market agent construction and public institutions agent construction. As a significant pattern, public institutions agent construction is a important method of the improvement on public project management efficiency.In order to reveal operation mechanism of this pattern, research starting point of this paper is system design of this pattern and process of project management. And then by spot investigation in a bureau of construction works in Shenzhen and theory methods, this paper aims to establish a benchmarking of public institutions agent construction, the main research content and result is consists of:1.Through of analysis of public institutions agent construction and traditional construction methods in planned economy period, this paper generalizes key elements of system design and it introduces the specific practice during system design with taking"Shenzhen Pattern"as the example.2.By mean of spot investigation, this paper taking a bureau of construction works in Shenzhen as a example and using theory of whole process project management, divides government investment project of agent construction into different stages, systematically summarizes operation mode of whole process project management. And summarizes the project management responsibility of functional offices in bureau of construction works.3.On the basis of whole process project management research, this paper analyzes operational mechanism of project management organization., conducts theoretical analysis about bureau of construction works as a whole which focus on all kinds of projects and project management organization which focus on only one project with using theory of integration and project management organization. Finally, it analyzes establishing process of critical project management organization and key process in project management by case study.
