The urban public transportation has always been exclusive monopolized by thegovernment. But in recent years, with the development of economy, city residents’ demand onthe public transportation become more and more, so the existing public transportation can’tsatisfy people’s demand. Since the1990s, the urban public transportation as a mode oftransport closely linked with life of people also has began the market-oriented practice indifferent cities. At the beginning of the reform, the good effect has once been obtained. Notonly the problem of fund shortage has been solved, but also the service quality and operationeffect has been greatly improved. But after the short time practice, the urban publictransportation of various cities were nationalized again. market-oriented reform is not suitablefor public transport market, or other issues cause the failure of the market-oriented reform andwhere the market-oriented reform of urban public transportation to go, become the hot spotsin the theoretical circle. With reference to the study achievement home and abroad, based onthe public choice theory, new public management theory, principal-agent theory and thetheory of public product attributes, the paper studies problems of market-oriented reform ofurban public transportation. The necessity of market-oriented reform of urban publictransportation and problems in the reform are analyzed in detail. Through the comparison andanalysis, a pattern of market-oriented reform of urban public transportation that is suitable forthe specific situation of our country is selected and the corresponding countermeasures andsuggestions are provided to promote the marketization reform of urban public transportindustry in our country.The research methods used in this paper contains literature, empirical studies andnormative research. The whole paper includes six parts. In the first part, the background andsignificance of market-oriented reform of urban public transportation, research situation homeand abroad are introduced. In the Second part, the relevant concepts on urban bus marketreform is defined and the relevant theoretical basis is introduced. In the third part, it isempirical analysis. Through analyzing of the reform practice of domestic and foreign typical city, the necessity to reform the domestic urban public transportation is obtained. In the fourthpart, the various problems in reform of marketization of urban public transport is analyzed indetail and why these problems appeared is analyzed. In the fifth part, according to existingproblems, and the specific situation in our country, a concrete pattern of market-orientedreform of urban public transportation is selected and the corresponding countermeasures andsuggestions are presented to ensure smooth implementation of the pattern. The researchconclusion and prospect is provided in sixth part. The marketization reform of urban publictransport in our country is still at groping stage. As long as adhere to the right direction, andeffective reform measures, our country’s bus industry must be able to walk out of thepredicament of reform.
