China is a big agricultural country and the number of farm population, which holds70percentages of the country’s total population, is56987634. With the rapid development ofChina’s economy, the living condition and environment of farmers has a huge improvement.Meanwhile, the farmers’ demand has increasing and changing constantly in every part.However, due to the unbalanced development of China’s social economic, which causemore and more deeply increasing of the gap between the urban and the rural areas, makesthe urban-biased area allocated more resources than the rural so that the rural areas are notsatisfy in the allocation. Consider about this situation, the central government passed apolicy named The Central Committee of the CCP about Constructing the SocialistHarmonious Society Certain Major Issue Decision in the6th Plenary Session of theSixteenth Central Committee of the Communist Party of China. This Decision points thatthe government have to achieve the goal of equal access to public services gradually, andthe public health care services is one of the projects of the public services equalization.Now the government does provide farmers with a new type of rural cooperative medicalsystem in the field of social security, but the phenomenon in farmers like the poverty andthe backward of poverty which caused by illness are still very common. The reason ofthese problems is China’s public medical services which are provided by the top to down,but government policies and systems which developed in this manner is not in line with theneeds of farmers, which says in other words is the government’s supply and demand offarmers did not achieve a balance. Government cannot meet the needs of farmer’s demandfor medical services are due to the government’s ignorance of farmer’s needs. In order tograsp the public demand from the peasants for medical services, we need to figure out theirneeds, and need to create a mechanism can set both to allow the farmers to reflect theirown demand for medical services and to facilitate the demand for the government tocollect information. The establishment of this demand expressed mechanism can not onlyachieve the effective supply of public medical services, but can also alleviate the burden onfarmers medical treatment, which can reduce the instable factors in rural areas and be morebeneficial to establish the harmonious society. Therefore, this paper researches thedemand expressed mechanism of medical services in Shandong Province among the basisof field survey, with analyzes the problem about the establishment of this demandexpressed mechanism in Shandong Province by the analysis of the current situation, andtakes examples by some of the success stories to raise the suggestions and the solutions. This paper consists of five parts.The first part is the introduction. This section introduces the research background andsignificance of this article, the existing domestic and international research literaturereview, the research content and basic ideas, and elaborated this study methods andinnovations.The second part is the theoretical basis of this article. This part described some basicconcepts, the theoretical necessity of the establishment of the medical demand expressedmechanism and related theory.Part three firstly analyzes the current situation. It firstly analyze the existence offarmers’ demand for medical services, then continue to analyze the current statue of thedemand expressed mechanism, and finally analyze the variety of factors which lead to oneof the current situations and then analyzes some problems which exist in the reality.The fourth part mainly discusses the establishment of rural demand expressingmechanism to achieve an idea.The fifth part to the third part reflect some of the actual situation, and then putsforward some policy suggestions.
