Research On Demand Expression Of Public Goods In China's Rural Areas

At present, few scholars research the demand expression for rural public goods. Although some scholars'research involved the demand expression, but that is lacking in systematic and overall. Author, under the guidance of doctorial tutor, first, research the demand expression for rural public goods from the theoretical perspective, analyze the operating mechanism of demand expression for rural public goods, then, combine the survey data with the elements and structure & process of expression mechanism of demand for rural public goods. I believe that this thesis in-depth researched the demand expression for rural public goods.This thesis includes nine chapters, a total of 11 thousand words.Chapter 1, Preface. This section described the research background and research significance, literature review, theoretical tools and research methods, basic structure and logic system and the major innovations and limitations of paper.Chapter 2, general theory of the demand expression for rural public goods. First, based on the Samuelson's classic definition of public goods, analyze the evolution and development of the concept of public goods, combined with the reality in China's rural areas, I subdivide the rural public goods into 10 categories. Then, author subdivide the supplier into four types:government supply, market supply, voluntary supply and association supply. Also, analyzed the demand expression for rural public goods under different supplier. Finally, from the perspective of contract Spirit, constitutional thought, values, public financea and economic efficiency, analyzed the theoretical basis of the demand expression for rural public goods.Chapter 3, the operation mechanism of the demand expression for rural public goods. First, built the basic principles of the demand expression for rural public goods from fairness and efficiency, with the reality of rural public goods, explain the specific meaning of fairness and efficiency. Secondly, established the basic structure of the demand expression for rural public goods, this structure include subject, object, content, transfer vector, aggregate integration, supply, performance management etc. Finally, the demand expression for rural public goods is divided into five stages:the expression of individual demand preferences, the integration of overall demand preferences, the supply of rural public goods, the performance management of implementation, the feedback of assessment.Chapter 4, analytical review of the demand expression for rural public goods. analytical review is based on the survey data, this survey data this section needed come from two channels:the first one is "Research Group of Rural Public Goods" by the school of public finance and taxation in SWUFE; the other one is "China General Social Survey" by the department of sociology, Renmin University of China & social science division, Hong Kong Science and Technology University. Auther summed up the three factors which affect the demand expression for rural public goods:the enthusiasm of villagers about the demand expression for rural public goods, perfect degree of the express channel of demand for rural public goods, the Government's emphasis on the demand expression for rural public goods. With the survey data and Ordered Choice Model, this paper explaint the specific effect of different factor on the demand expression for rural public goods.Chapter 5, the demand preferences expression for rural public goods. In practice, there are two pattern about the demand preferences expression:direct expression and indirect expression. Direct expression intend to find the demand preferences of taxpayer by questionnaire, indirect expression intend to find the demand preferences of taxpayer by inference based on actual behavior. This section analyze direct expression of rural public goods with survey data of "Research Group of Rural Public Goods" and "China General Social Survey". Also, analyze indirect expression of rural public goods with survey data from China Statistical Yearbook. Finanly, compared the result of direct expression with indirect expression.Chapter 6, the expression channel of demand for rural public goods. I divided the expression channel of demand into official channel, folk channel and other channel. Official channel is the main channel of demand expression, folk channel is the complementary channel of demand expression, other channel is the exceptional channel of demand expression. This section provides some recommendations to perfect the expression channel of demand for rural public goods from official channel, folk channel and other channel.Chapter 7, the preferences integration of demand for rural public goods. First, this section illustrates the amendment of demand preferences for rural public goods; Secondly, analyze the transformation of individual preference into overall preference in Sichuan Province. Finally, take Sichuan Province for example, analyze the reality of overall preference of demand for rural public goods.Chapter 8, the performance management of demand expression mechanism for rural public goods. First of all, described the performance management of demand expression from the perspective of PDCA cycle. Then, constructed index system of demand expression based on the Balanced Scorecard Method. The index system involves four dimensions:financial dimension, customer dimension, internal process dimension, learning and growth dimension, each dimension also includes a number of specific index.Chapter 9, the Supporting environment of demand expression for rural public goods. I summarized the Supporting environment as three aspects:First, perfect the system environment of demand expression for rural public goods. for instance, optimize the transfer payment system between governments, construct the household registration system which is voting with their feet. Second, optimize the human environment of demand expression for rural public goods. for example, government officials have the idea that service for villagers, enhance government officials'capacity of servicing for villagers, cultivate the awareness of demand expression for rural public goods, enhance villagers'skills of demand expression for rural public goods. Third, pay attention to "one case, one discuss".Through deeply stury on demand expression for rural public goods, this thsis has the following innovations:First, constructed the operation mechanism of the demand expression for rural public goods, and deeply analyzed the elements of demand expression mechanism. In addition, this paper, use the logic method, divided the demand expression into five stages:the expression of individual demand preferences, the integration of overall demand preferences, the supply of rural public goods, the performance management of implementation, the feedback of assessment.Second, summed up the three factors which affect the demand expression for rural public goods:the enthusiasm of villagers about the demand expression for rural public goods, perfect degree of the express channel of demand for rural public goods, the Government's emphasis on the demand expression for rural public goods. With the survey data of "Research Group of Rural Public Goods"and Ordered Choice Model, this paper explaint the specific effect of different factor on the demand expression for rural public goods.Third, this thesis divided the expression channel of demand into official channel, folk channel and other channel. The index system involves four dimensions:financial dimension, customer dimension, internal process dimension, learning and growth dimension, each dimension also includes a number of specific index.At the same time, with the constraint of auther's research capacity and research environment, the thesis has following deficiencies and limitations:First, the classification of rural public goods should be further refined. Author, based on the theory and practice of rural public goods, subdivided the rural public goods into 10 categories, and each category was further divided into several small categories. In practice, "benevolent see benevolence and the wise see wisdom", this classification is not the only one. with the development of society, the scope of rural public goods will change, and the classification standard will change with time.Second, in the performance management of demand expression mechanism for rural public goods, involving dozens of performance management index, because the "Research Group of Rural Public Goods" did not get all the data needed, so, I use "example", but not "practice" analyze the performance management.Third, the findings of empirical research can only apply to this region from which we got survey data. On the one hand, this thesis constrct the demand expression for rural public goods from theoretical aspect; on the other hand, do some empirical research about the demand expression for rural public goods with survey data. But, empirical findings of the study has some limitations, the research findings can only apply to this region from which we got survey data.In summary, the thesis is only an exploratory study on demand expression for rural public goods, which must exist some deficiencies and shortcomings, these deficiencies and shortcomings will be the direction for further research. I also sincerely hope to get some help from each experts and scholars.
