Since the reform and opening up, significant change hasoccurred in our social economic situation. China’s economy keepsgrowing at steady and high speed for30years. A new foreign tradestructure, fast exportation and importation with high volume, hasformed after China joined the World Trade Organization. The rapiddevelopment of export trade not only creates a broad developmentspace, but also brings a great challenge for the inspection andquarantine work.In recent years, the technical barriers issued by USA andEuropean countries are endless, which makes Chinese exportenterprises have to respond, and increase the limit of exportation. Inthe complex and quickly varied international trade situation, insidecontradictions which restrict the development of inspection andquarantine began to appear. As an important department forimplementation of WTO rules and fulfilling our WTO accession commitments, the inspection and quarantine agencies should activelyrespond and properly solve the contradictions and problemsappeared in the foreign trade. So it becomes very urgent to changeold inspection regulation model "sampling inspection" and"afterwards checks", and establish new inspection regulation model"view, scientific assessment", which will reduce sampling inspectionproportion, achieve scientific control, and actively respond to foreigntechnical barriers.Through the research of local and oversea inspection andquarantine system, our current inspection and quarantine regulationmodel, existing problems in our system, and inspection andquarantine regulation model reform and innovation, this paperproposed to discuss that the inspection and quarantine agencies howto carry on inspection regulation model reform.
