In recent years,the ever-deepening opening-up strategy and rapid economic growth require that more Chinese commodities go global.At the same time,the diversified development of consumer market prompts more overseas products to be brought in.with increased trade volume of imported and exported goods,the quality of communities has increasingly aroused the concern from the government and the public.The Exit-Entry Inspection and Quarantine Bureau(CIQ),an administration that is served as a watchdog in checking on the quality of imported and exported commodities at the gateway of the country's port,is under mounting pressure and assuming increasingly heavy tasks.Ever since a long time ago,CIQ mainly holds the responsibility of inspecting at the port the imported and exported commodities according to the legal Inspection Catalogue,playing the role of "Quality Checker".However,its role as a supervisor has long been ignored.Currently,CIQ is facing the challenge that government requires a role transition and gives play to the basic role of the market in the allocation of resources.On the other hand,CIQ is under ever-heavier pressure of quality monitoring.The reality pushes CIQ to think about how to transform its role,from quality checker to quality supervisor,to improve the capacity and efficiency in managing imported and exported goods.Concluded from developed countries and regions' experience in supervising imported and exported goods,the measure taken mainly involves macro-control,rather than focus on micro-inspection.Some domestic experts and scholars are also concerned about this issue,and put forward some suggestions on system reform.But in general,these suggestions are unsystematic,and do not constitute a complete reform proposal.This research is centering on how to reform and reconstruct the current system of inspecting and supervising import and export commodities,attempting to map out a complete reform plan to cope with the system.The paper goes over related theories including Market Failure,Limited Government,Risk Management,Multi-Governance,etc.On the other hand,this research sums up the experience of the USA,European Union,Japan and other developed countries,to explore the experience that can be absorbed.In addition,related literature,statistics and cases are collected.The research shows that CIQ should completely disregard its original Legal Inspection Catalogue,and give up micro-inspection.Its responsibility should not be limited to Legal Inspection Catalogue.Instead,it should extend the supervision to all the imported and exported goods.On the other hand,the administration should establish a more scientific supervising system guided by risk management,handing the micro-inspection over to independent third-party inspection certifying authority,totally focused on law-enforcing and supervisory role.Thus,CIQ establishes a new supervising chain from declaration,spot check,inspection,clearance,to follow-up supervision,improves the legal substratum,strengthens the information-based support,intensifies the supervision of inspecting certification market,and involves the social participation.This paper differs from previous research in quality check system of imported and exported commodities in that it proposes a complete reform plan.The research result is mainly applied in the supervision of imported and exported goods,to be exact,in the work of CIQ's law-enforcement.The research establishes the theoretical foundation for Macro-Supervision over the quality of imported and exported commodities,and points out the direction for reforming supervising system,and can be used as a reference for CIQ to reform their supervising system.
