It has become the consensus of the world economic development to speed up the development of small and medium enterprises (SMEs) and to promote the formation of competitive advantage for SMEs. With the technological innovation in economic growth and the increasing role, technological innovation is increasingly becoming the most significant feature in a modern economy and an important support for economic development. As the development of the new technology revolution and economic globalization process, the external environment of enterprises has changed greatly, and technological innovation has become the direct source of corporate competitiveness. Therefore, the study on technological innovations strategy alliance of SMEs has certain theoretical and practical significance.Firstly, this dissertation systematically makes a comprehensive literature review of domestic and foreign technological innovation, strategic alliances and strategic alliances for SMEs technology innovation, then analyzes the main methods and shortcomings of existing strategy alliance of SMEs technological innovations. Fatherly, it defines the content of SMES, and introduces enterprise technology innovation theory and the theory of strategic alliances, which lay the theoretical foundation for follow-up study.Secondly, it analyzes the characteristics of technological innovation of SMEs and the constraints of SMEs in technology innovation, studies the meaning and characteristics of strategic alliances and technological innovation for SMEs, and the effects of strategic alliances were explained systematically.Thirdly, it puts forward a broader range of SMEs Technology Innovation Strategy Alliance system, including medium-sized enterprises, universities, research institutes and intermediary agencies as well. It conducted a systematic study of the role of the alliance members and the mode of strategy alliance of SMEs technological innovations. Then it analyzes the construction principles and process of strategy alliance of SMEs technological innovations, and systematically proposes the path arrangements of technology innovations strategy alliance construction of SEMs.At last, it establishes the performance evaluation index system of technological innovations strategy alliance of SMEs, and establishes evaluation model, and makes an empirical analysis. Then it proposes countermeasures and suggestions to strengthen the development of technological innovations strategy alliance of SMEs.
