According to the requirements of the State Council,the Ministry of Water Resources promote the ?double terms of random inspection and result opening? supervision and inspection system actively in its own administrative terms of reference.According to the regulations of ?The Management of engineering consultant company in Water Conservancy Project?,the Ministry is responsible for the management of engineering consultant company in Water Conservancy Project.According to the requirements of the State Council,the Ministry of Water Resources has carried out the relevant work actively to promote the supervision and inspection work plan.In accordance with the requirements of the relevant laws and regulations,this paper studies the supervision and inspection scheme of ?double terms of random inspection and result opening? of engineering consultant company in Water Conservancy project.Aiming at the "double random" extraction,this paper adopts the stochastic extraction method of equilibrium to compensate the shortcomings of the random extraction of pertinence,and ensures the fairness of stochastic extraction.According to the existing laws and regulations,the paper determined the supervision and inspection Index system of Engineering Consultant company using Delphi method.Aiming at the different characteristics of the Engineering Consultant company,the paper puts forward the method of determining the key inspection items of the Engineering Consultant company by using the Structural Equation Model;On the basis of the variable weight processing of the evaluation index weights,the fuzzy comprehensive evaluation model is used to evaluate the management level of the Engineering Consultant company and the rationality of the project is.The final evaluation shows that the system has considerable practicability and feasibility and meets the requirements of the scheme.The research results of this paper provide theoretical guidance for the relevant decision making and the normative management of the industry is also a reference.
