With the spread of Quality model theory in our country, more and more companies apply it to practice, which becomes more and more mature, because it has much more advantages and characteristics than the traditional human resource management. The quality model theory provides a new management concept based on human nature, which is the combination of corporate strategy, corporate culture, core competence,competitive advantage, performance appraisal and staff quality.In the modern environment, the telecom industry has an important position in the national comprehensive strength and the international competitiveness, and becomes a leading strategic industry in the national economy. At present, the telecom project manager training course is focus on the traditional training of general sales, project management, service and time management. But the greatest disadvantage of traditional training is that it didn't combine the quality of the project manager to launch targeted training, which lead to training cannot be combined with the project manager needs,then impact the final performance even result in less than expected benefits. In this paper,the quality of the model to the development of the company and the project manager closely together, the company has made great progress, we must develop the company's core competencies. But to seek career development, the staff must constantly improve their quality and ability. The construction of quality model just combine the company's needs and the needs of employees together, not only conducive to the company's development, but also conducive to the development of individual employees.This article mainly uses the event interview method, the questionnaire survey method and the data analysis way to carry on the thorough understanding of the AH telecommunication enterprise project manager training situation, then find, firstly, the overall quality of the training department staff has not reached a high level of requirements. Secondly, satisfaction with the training is not high. Thirdly, high level training is relatively weak. At last, they lack of awareness of training. According to the project manager's questionnaire survey and behavior event interview, We generalize the quality of the project manager of AH telecom company to two kinds. One is the basic quality, which includes the product knowledge, network knowledge.interpersonal communication, resource coordination, management and self learning, and adaptability. The other one is the professional quality, which includes the ability of research and analysis, business expansion, customer orientation, industry tracking, project monitoring and evaluation. So we will develop the training course system in line with the quality characteristics, which is based on the competency model and from the training course system construction, training instructor management system construction, training effect evaluation system and training management system construction these four aspects. After that we will develop specifically the basic courses and ability to enhance curriculum and strengthen the training effect evaluation, in the end to provide the basis for the follow-up training design. In this way,the project manager training system based on quality model can closely combine the development of the company and the project manager to improve the training effect, which has an important reference and guiding significance for the enterprise training.
