A Study On The Effect Mechanism Of Port-of-entry On The Cross-border Cooperation

Border town locate in the edge of a country, due to the shielding effect of frontier, the border town often become the periphery of economic. The establishment of port-of-entry let the border town extends their market to the neighboring country, turns the inward-looking economic into outward-looking economic, and changes from the periphery of economic to the core of periphery. There are mainly three parts in this thesis, including theoretical analysis, empirical analysis and policy suggestion, it deems the establishing and developing process of port-of-entry as the decreasing process the exchange cost, think that exist of port-of-entry just lay a hardware basis for the border town to extend the reach of their market, the sustainable development of border town demand the full play of the function of port-of-entry, widen the port channel and expand the range of hinterland and foreland of port, the realization of the latter two require cross-border cooperation. This thesis thinks that the development of border town is from the port-of-entry urbanization to the commercial town, the frontier core town, the industrial town, and then to the information town by simultaneously considering the history of modern city and the specialty of border town. In this process, the cross-border exchange costs decrease continually, the cross-border cooperation would be closer as the border town develop forward. By reviewing the cross-border cooperation history of border town, the author proves that the5first-class port-of-entry border town in the Guangxi and Vietnam frontier basically completed port-of-entry urbanization, the commercial in Pingxiang and Dongxing tend to be prosperous, the cross-border cooperation appear in the frontier of Guangxi and Vietnam. Measuring the centrality degree of the port-of-entry by AHP, found that the port-of-entry of Pingxiang and Dongxing has turned to the core of Guangxi and Vietnam frontier, Shuikou and Longbang became the periphery. Quantitatively analyzing the import and export statistics of each port-of-entry by making use of the econometric software Eviews6.0, it shows that the division of labor among the port-of-entry is clear, the competition is weak, but the correlation is also weak. It concludes that port-of-entry urbanization is the foundation of cross-border cooperation by analyzing theoretically and empirically. To promote the sustainable development of border town cross-border cooperation, it needs to negotiate with neighboring country, encourage the participation of NGO and enterprises, improve the infrastructure construction and process the goods in transit.
