In the situation of economic globalization and the rapid development of regional economic integration, countries are actively involved in various forms of economic cooperation to develop economies by integrating a variety of domestic and foreign resources. Cross-border economic cooperation zone is the regional cooperation which is established in the border areas. It's a new form of economic cooperation and in forms of lower levels of a sub-regional economic cooperation or regional economic cooperation. Cross-border economic cooperation carried out in China is located along the border .Combine their regional advantages with economic complementarity will be a new growth point of economic development. At the same time ,The implement of cross-border economic cooperation is the strategic integration point of"Going Out Policy","Free Trade Zone"and"The Open of Edgeways". However, there is no systematic documentation in theory and practice between scholars at home and abroad for the cross-border economic cooperation zones. So this article will analyze the cross-border economic cooperation zones from the perspective of Spatial Economics. In order to provide theoretical support and policy advice, it will analyze the background and the theory of the boundary,the transformation of the border effect and combine the analysis of the industry cluster.Early, the political function and military function is emphasized by the border theory. Along with the economic development and expansion of regional economic cooperation, scholars began the depth research on the effect of boundary. They put forward the mechanism of boundary transformation that is by transforming the shielding effect of boundary for the mediating effect of boundary to eliminate obstacles of boundary to the economic. This is also the theoretical basis of implement of the cross-border economic cooperation zones. In addition, the analysis of enterprise which is the main body of location is the focus of this article. The enterprise in the cooperation zones play the very import role of promoting economic development,maintaining the safty of national economy and ensuring the safty of geopolitics. Industry cluster in the border region is based on the accumulation of external artificially formed and will take shape of agglomeration effect which can attract more and complex industrial concentration. Therefore, the geographic conditions and infrastructure of the cooperation zones and preferential policy of the local government has become an important factor to attract industrial cluster. In this paper, it will use the theoretical source of cluster to analysis the possibility of industrial cluster, and use the input—output method to derive the general model of industrial cluster and further to get the motivation why enterprise choose border areas to cluster. Aim to providing the theoretical support for the implement of the cross-border economic cooperation zones and attract previous companies. China is facing a new starting point for economic planning that is The Twelfth Five-Year Plan Program. The cross-border economic cooperation zone is the new economic growth point. The cross-border economic cooperation zones carried out in our country are China--Kazakstan International Border Cooperation Center,China—Vietnam Cross-border Economic Cooperation Zone and Cross-border Economic Cooperation Zones in Yunnan Province which have achieved some achievements. Among these, the implement of China--Kazakstan International Border Cooperation Center is the earliest and achieved good economic outcome. The analysis of existing home and abroad cross-border cooperation zones which are more mature is aim to get substantial experience to provide policy recommendations for the cross-border economic cooperation zone which is building.
