A Study On The Governmental Functions Of Guangxi 's Border Tourism Development

Border tourism industry is a feature of both domestic and cross-border tourism industry industry, the publicity and externality of border tourism industry products, which needs the government play a service provider role in the development of border tourism industry. Due to Guang Xi border tourism industry is in a vigorous development stage,the government should play an important role, which is the leading force, and respect the market’s position, and unite all social forces to promote the development of border tourism industry. At the political level, China and Vietnam should carry out long-term political meeting and close cooperation, to create a stable international environment and cooperation atmosphere for the development of border tourism industry. At the system level, optimizing the border tourism industry organization design of public management and coordination mechanism, which for providing a long-term, stable and efficient institutional guarantee for Guang Xi border tourism industry development. At the legal level, the government should speed up the legislative work and establish leyal system for Guang Xi border tourism industry. In terms of economic development, the government need to rely on the market, and activate border tourism industry market, and improve the tourism facilities and service. At the same time, the government should supervise and manage the market, and crack down on illegal and criminal behavior, to create a healthy and orderly market environment for tourism. In the public management level, the government should make scientific development planning and effective public policy, and improve the infrastructure condition and scenic spot service facilities, etc., to increase the accessibility of the border region; At the same time, the government should strengthen to human resources, cultivating and training of tourism industry, realize Labour move freely. On the environment and culture protection, the government must adhere to the balance of the development and protection of resources, and carry on the concept of sustainable development, pay more attention to culture protection; and through locating in ecological tourism, the government can protect fragile ecological environment.This article includes four parts:in the first part, the author mainly introduces the concept of border tourism industry and the research status of border tourism industry. And illustrates the research on the basis of the theory, which include the relationship between the government and the market, the theory of government’s function, the theory of tourism public management, and the theory of network governance, and introduces the content, the main ideas and research methods of the paper. In the second part, the author mainly introduces the status of Guang Xi border tourism industry and the functions of the government. Firstly the author analyzes the histories and advantages of border tourism industry in Guang Xi, which include stable international environment, policy supporting, abundant and unique tourism resources, infrastructure, etc. Secondly the author introduces the border tourism management organization, coordination mechanism, design of policies and supply of public service, etc. Thirdly the author mainly introduces main experiences of the development of border tourism industry in Europe. The development of European border tourism industry bases on the thoroughly cross-border economic integration and regional cooperation, the members of the European union establish a large number of policy and financial supporting, human resources, integration of tourism products, transportation system construction, legal norms, etc. which provide valuable experience for the development of Guang Xi border tourism industry. Fourthly due to the actual situation of Guang Xi, combining with the successful experience of European border tourism industry, the author puts forward some suggestion to promote the development of Guang Xi border tourism industry. Government must set up the concept of sustainable development, tourism public management and service idea, and construct the diversified power center management system, and focus on improving the service level. China government should strengthen the cooperation and communication with Vietnam, to provide quality of Guang Xi border tourism industry services and establish a healthy border tourism industry market.
