The Construction And Development Research Of China-kazakhstan Cross-border Tourism Cooperation Zone Under The Background Of “Economic Belt Of Silk Road”

Regional economic integration is the characteristic and trend of contemporary world economic development. On September 13, 2013, Xi Jinping, the CPC Secretary General,advocated to build the "Economic Belt of Silk Road" in the speech at the University of Kazakhstan Nazarbayev, and obtained the positive response of countries along the Silk Road.In order to speed up the implementation of the strategy of the "Economic Belt of Silk Road",Central Committee and the State Council issued for many times, required that frontier regions should develop cooperation in personnel exchanges in border area, processing and logistics,tourism and so on firstly, strengthened pragmatic cooperation to the local government of adjacent country, developed industry and service trade cooperation in communion service industry to adjacent countries by " Policy Communication, Road Unicom, Trade Flowing,Currency Circulation, and the Same Common Aspiration of the people". The tourism cooperation between countries along the Silk Road was the forerunner area and the key area.Xinjiang is the "core" of the construction of "Economic Belt of Silk Road", Kazakhstan is adjacent to the northwest of China, has a solid foundation for the development of cross-border tourism cooperation. Especially, the release of the "interim measures for the administration of border tourism" and the enablement of the China-Kazakhstan Khorgos international border cooperation center- the China-Kazakhstan cross-border economic cooperation zones, build a good opportunity and development platform for promoting China-Kazakhstan cross-border tourism cooperation. With Khorgos international border cooperation center as the carrier in the construction of the China-Kazakhstan tourism cooperation zone can be further enrich and develop Xinjiang pattern of opening to the outside world, make Yili "Economic Belt of Silk Road Core Area " of Xinjiang, accelerate the construction of Xinjiang "Economic Belt of Silk Road ", also make a beneficial attempt for promoting opening-up in border regions of our country.This paper uses the current situation and theory of the development of cross-border tourism cooperation zone at home and abroad as foundation of research. Firstly, by expounding the strategic significance of construction of the China-Kazakhstan cross-border tourism cooperation zone, using the Grey Prediction model to predict market potential of the cross-border tourism cooperation between China and Kazakhstan, analyzing of real conditionsof construction of the China-Kazakhstan cross-border tourism cooperation zone to demonstrate the feasibility and necessity, and pointed out the major obstacle. Secondly, draw lessons from the EU Integration of tourism and the successful experience of China-ASEAN regional tourism cooperation, make a bold ideas about the "three steps" strategy of the China-Kazakhstan tourism cooperation zone: the first step, make Khorgos international border cooperation center as the baby of the China-Kazakhstan tourism cooperation zone,developing the cooperation center of business travel services, striving for the important collection and distribution center of the China-Kazakhstan tourism cooperation zone; the second step, to build a number of international travel lines and enlarge tourism cooperation content; the third step, after the cooperation zone developing mature, try to expand the scope of the barrier-free tourism to Yili State and Almaty State. Came up with the general idea of the construction of the China-Kazakhstan tourism cooperation zone; then proposed the mechanism of the China-Kazakhstan tourism cooperation zone, such as making the framework agreement, the coordination mechanism, development fund, security mechanism,monitoring feedback mechanism and the talent training mechanism, etc. Finally, from building facilitating environment, expanding special tourism products and expanding integrative tourism market to put forward the countermeasures and suggestions of the China-Kazakhstan tourism cooperation zone, looking forward to contribute my little share in the construction of the China-Kazakhstan tourism cooperation zone in the future.
