Performance appraisal is one of the key contents of modern management. ZTS locates at one very important period of enlarging development scale, improving development quality and achieving higher development level. A sery of scientific, objective and operational performance appraisal system is the reliable protection and strong power that can effectively apply development strategy and total target.This article analyzes the shortage and improving direction of ZTS current performance appraisal system, and designs a series of complete performance appraisal system by combining modern performance appraisal theory BSC and KSI, and this article creatively introduced SWOT analysizing the core competitiveness and advantage of ZTS, and here since indentify the core competitiveness area of ZTS, and finally determines the key performance index system by combining BSC and KSI. The application example shows that this performance appraisal system owns scientific, objective and operational, and can help realizing the development stratagem and total target of ZTS.This article indicates the importance of adhering to the principle of "Based on strategic, pay attention to quantity and powerful combination", at the same time, must combine the qualitative and quantitative, and combine the hard appraisal and soft service, finaly try to make scientific management and artistic control.
