At present,China's economy is gradually entering a stage of high-quality development.Under the background of the reform of state-owned enterprises,construction enterprises have transformed and upgraded one after another,and the competition is becoming increasingly fierce.Human resource is one of the most precious intangible assets of an enterprise.As a key link of human resource management,performance appraisal plays a vital role in the management and upgrading of construction enterprises.Performance appraisal in line with the characteristics of enterprises can accelerate the self-development of employees and promote enterprises to maintain an important strategic position in the market competition.Successful performance appraisal programs play a vital role in the long-term development of enterprises and employees.Under the new situation of establishing the performance appraisal and evaluation mechanism of state-owned enterprises with Chinese characteristics,enterprises should continuously improve and enrich the contents of performance appraisal according to their own actual conditions,and achieve certain achievements.However,there are still a series of problems in the establishment of enterprise performance appraisal mechanism and the development of performance appraisal work,which have common problems,as well as personality problems of enterprises in different industries and different stages of development.For Z company of construction enterprise,the two levels of administrative personnel are between the group's top managers and the project departments of branchcompanies and subsidiaries.The role of transmitting strategic objectives,production and operation,daily management services and other information between senior managers and project departments of various molecular companies can not be ignored.Whether the performance appraisal of managers at two levels is reasonable or not is directly related to the strategic landing of the company and the sustainable development of the enterprise.This paper takes Z Company as the research object,based on the current situation of performance appraisal of two levels of government organs under the background of state-owned enterprise reform and transformation and upgrading,and combines the requirements of graduate students and the author's own work experience,to improve and optimize the performance appraisal of the two levels of government administrators.Through the survey questionnaire,summarize and sort out,analyze and solve the problems existing in the performance appraisal of the management personnel of the two levels of Z company,and shape the optimization scheme of performance appraisal applicable to the two levels of Z company.As the key force leading the enterprise strategy,the managers of two levels of government departments play an important role in uploading,transmitting and overall management.They must take the optimization of performance appraisal as the core.Based on the analysis of the current situation and existing problems of performance appraisal in construction units,the principles and specific strategies for optimizing performance appraisal schemes in construction units under the background of transformation and upgrading are put forward.The optimization scheme of performance appraisal for managers at two levels of Z company provides reference for the performance appraisal of enterprises in the same industry,promotes the establishment of performance appraisal framework for state-owned enterprises under the new situation,which takes all levels of organizations and positions as application objects,ensures the key indicators of "humanized design,rigid implementation",and constantly improves and improves the performance appraisal level and overall performance of state-owned enterprises.
