With the development of economic globalization, competition among enterprises get wider and deeper, the state-owned petroleum enterprises are facing the bigger competitors, including domestic private petroleum enterprises and international oil enterprises. In order to maintain the competitive edge, the state-owned petroleum enterprises need to continuously improve management. As the development of knowledge economy, people as an important factor play an important role of enterprise development, competition for the talent is becoming fiercer, we can say who has mastered the excellent human resources is who will have to master the initiative in the competition. In order to gain the advantage in competition to attract and to retain more and better talent, the state-owned petroleum enterprises should pay attention to the role of people and constantly improve the human resource management theory and practice.This paper proposed human resources management theories and the importance of the human resource management of the state-owned petroleum enterprises. Then it proposed the development process of human resource management of the state-owned petroleum enterprises and analysed the achievements and existing problems of human resource management in the state-owned petroleum enterprises, including the recruitment, performance appraisal, salary management, training and corporate culture. Finally, according to efficiency principles and people-oriented principle and learning the experience and lessons of human resources management in America and Japan, it proposed proposals and measures for the state-owned petroleum enterprises to improve the human resources management.
