Income distribution is one of the hot issues, on which is widely focused by all social classes,in China nowadays. The status of income distribution is directly related to the economic interestof all members of society and has great influence on the survival consolidation and developmentof the socialist economic system. Reform and opening up for more than thirty years, China’seconomic and social development has made remarkable achievements. But at the same time,some new situations have taken place in the fields of income distribution for a variety of reasons,with the way and pattern of income distribution changed greatly. The expanding gap has a greatimpact on every aspect of society and economy in China and to some extent, it affects theconstruction of socialist harmonious society. Xiamen has rapidly developed and made greateconomic achievements since the reform and opening up. Meanwhile, as far as Xiamen isconcerned, the problem of income distribution between the urban and rural areas, amongdifferent counties, among different sectors, among enterprises with different forms, becomesmore apparent, the gap between people’s income being enlarged. So how to regard and deal withthis problem is related to the development and stability of Xiamen’s economy and society.Analysis shows that the income gap among residents in Xiamen is caused by many factors.It expands the gap when emphasizing efficiency in order to make economy develop faster; theChinese characteristic household registration system makes it different when it comes to allocatepublic service; imperfect indemnificatory service and taxation system accelerate the unfairnessof urban and rural residents; the imperfection of the reform of system and mechanism leads toenlarging the gap; policy execution pushes forward the gap. The suggestions of forming areasonable residents’ income distribution: firstly, build and make the indemnificatory system inrural areas perfect, clearing up the unfairness in allocating public service; secondly, reformtaxation to make it fair, making full use of taxation on adjusting income; thirdly, make the thirddistribution system perfect, making use of its supplemental influence on first and seconddistribution; fourthly, build fair competitive environment, making use of external conditions’indemnificatory effects on adjusting income; fifthly, allocate educational resources rationally toimprove the quality of residents themselves, deceasing the influence of education on income.
