The success of an enterprise in modern society is deeply influenced by itsstrategies, especially the strategies for human resources management. As chances andchallenges comes at the same time, the key point for each company to focus onnowadays is the measures of achieving and maintaining high performance during itsoperation through human resources management.How do the Chinese enterprises to generate and collect those sub-strategies fromits general strategies for human resources management that are thoroughly matching thedemand of development of the company? How do the localized enterprises forge soundand high-performance strategies for human resources management? These are the twokey points which is vital to the enterprises, and they are also the focal points of thispaper.This paper sets out to discuss on the topic of high-performance human resourcesmanagement based on enterprise development strategies, in which the Author firstlyreviews and describes the theories being achieved concerning strategic development,strategic human resources management and high-performance human resourcesmanagement, and on this basis analyzes the intrinsic meanings, features and efficiencyand meanwhile summarizes and streamlines the meanings, characteristics, contents andeffects of high-performance human resources management. Secondly, the Authorexplains on the enterprise basis the interaction of the human resources managerialpractices under the condition of the sub-strategies of the enterprise as well as how ishuman resources management system in conjunction with enterprise developmentstrategies in an external way. Thirdly, the Author has summarized the comments throughinterviews with53staff of high and middle levels from GD Company (hereinafterreferred to as “the Company”), which is taken for example, and has analyzed thepotential human resources managerial practices that were most referred to in thoseinterviews for better improve enterprise performance. These are also regarded as thebases for working out the countermeasures of human resources management studies,aiming to achieve high performance of the Company. The first step is to refining those sub-strategies for human resources managementout of the enterprise development strategies, as these are the guidelines for humanresource management of the enterprise and are dynamic and changeable under differentstages of strategic development. Therefore, such sub-strategies shall be refined. TheAuthor has finished selecting and refines several sub-strategies under the currentsituation of the Company, e.g. separation of assistant industries from main industries inthe power sector, status of conversion of these assistant industries to main industries,portfolio upgrading and diversification, etc.The Author analyzes in details on different practices in terms of human resourcesmanagement base on the said sub-strategies, and points out those un-conformities existin the old human resources management system in the previous stage of the Companyaccording to the actual data collected and analysis from its previous strategic circle. Bythese efforts, the Author manages to work out and raise the requirements for humanresources management that match the current situations of the Company base on thesub-strategies refined and human resources management practices selected towardsachieving high performance of the Company.
