This article is based on the project of Human Resource Survey of National Land and Resources System launched by the Human Resource Development Center of the Ministry of Land and Resources in 2008. By taking building and promoting scientifically developed innovation mechanism as its motive power and adhering to the principle of"Seeking Truth from Facts", this article will explain the land and resources system's human resource quantity, structure (including age, education background, specialty and title), training situation, way of access to human resource and its mobility status in Guizhou Province through on-the-spot investigation, symposium, statistical statements and textual materials collection. And then this article concludes the basic condition and existed problems of human resource development and management, makes analysis chart and meter by statistic tools to find out the shortage and advantage during the human resource development process at the present stage. By drawing lessons from research theory of scholars both at home and abroad, this article will analyze the reasons and then provide feasible countermeasures and proposals. It is expected to achieve following objectives:After getting fully clear about human resource overall quality, quantity, structure and other basic condition of land and resources management department in Guizhou Province, it studies that if the human resource situation can satisfy the demand of land and resources development, analyzes the existed problems of human resource development and management, then concludes relevant countermeasures. This article is expected to play a role of service on building human resource development strategy for land and resources system, ensuring the new mechanism of promoting scientific development and also providing reference for other provinces'research on the land and resources system's human resource development and management.The improvement of land and resources system's human resource development in Guizhou Province has great importance for effectively applying scientific outlook on development, ensuring and promoting innovation mechanism for scientific development, solving the land and resources management problems, reasonably developing human resource and realizing the sound development of land and resources science. Based on that, it is to build a human resource team which meets both the development of socialist market economy and demand of harmonious socialist society.Firstly, our country is striding to a powerful country by a big country on human resource now, against this background, human resource development and management will be the necessary measures to improve the human resource overall quality of land and resources system. It will help to cultivate land and resources management talents that country and society need and realize the scientific development of human resource.Secondly, human resource development and management of land and resources system is the inevitable demand of building"Resource-conserving and Environment-friendly Society". It will be helpful to optimize talent group structure and provide intellectual support for building and promoting scientifically developed new mechanism of land and resources management.Thirdly, the current human resource situation of land and resources system does not meet the scientific development demand of land and resources. It has lots of problems which waiting for being solved, such as human resource's knowledge level, age structure and management system.
