Enterprise development' key proposition is developed continuously, to realize this goal, must get continued competitive advantage through certain kind of channel. This paper thinks that enterprise human resource is the important source of enterprise key ability, enterprise may get continued competitive advantage through effective human resource strategy. In making human resource strategy and its implementation, the evaluation criterion will directly affect the system of enterprise human resource management, therefore, research enterprise human resource strategy must first study what is the essential feature of human recourse, as well as how to distinguish and appraise it with what specific way in enterprise practice, thereby on this foundation to establish a set of feasible enterprise human resource strategic system helping enterprise realize its strategic goal. Therefore, this paper studies human resources strategy from 5 parts on a new sight based on ability and performances.The first chapter, from essential of new human resource sight and its significance of human recourse development work and management, explains research meaning for practice and theory based on "new " enterprise human resource strategy.On the enterprise competitive advantage theory, the second chapter expounds that human resource is the source of enterprise core competitive advantage, and discusses further how to get the competitive advantage of through human resource management.The third chapter introduces some kinds of common strategic type and its application scope of human resource. Furthermore, from the point of the human resource management strategy match and elasticity as well as human recourse management practice " binding-type, " match, the third chapter discusses the construct process for human resource strategic frame.The fourth chapter discusses how to implement human resource strategy based on "new" human recourse sight.The fifth chapter does some practice research on a agriculture chemical enterprise that the author have worked for.
