This paper thinks that enterprise human resource is the important source of enterprise key ability, enterprise may get continued competitive advantage through effective human resource strategy. In making human resource strategy and its implementation, the evaluation criterion will directly affect the system of enterprise human resource management, therefore, research enterprise human resource strategy must first study what is the essential feature of human recourse, as well as how to distinguish and appraise it with what specific way in enterprise practice, thereby on this foundation to establish a set of feasible enterprise human resource strategic system helping enterprise realize its strategic goal.
