The most core issue for project management is the management to persons. Theentire project management processes can also be considered as the course to mobilizeall kinds of project management functions to motivate project participants’ enthusiasm,improve project implementation efficiency and thus to achieve project common goal. Toa large degree, communication is the most foundamental yet active aspect, which isinseparable from project management planning, implementation and control. Projectcommunication lies in everywhere during a project implementation management.Under the guidance of national development stragegy of “going out” and “GrandForeign Trade” successively, export trade has gradually been transformed from simpleequipment export to international engineering contracting that integrates goods,technology, services, labor and etc. to satisfy user’s requirement. Internationalengineering contracting is able to enhance enterprises competitiveness and nationalinfluence. Although it is a comprehensive across-borders and cross-cultural economicbehavior, is also has the common characteristic of a project.Cross-cultural communication problems are widely shown in foreign trade project,especially at project implementation stage, that normally cause serious hindrance toproject execution efficiency: prolong project time, and increase project cost, and evendirectly led to project failure. Therefore, it is particularly important to enhance researchon communication management problems in cross-cultural international trade project.Taking a cross-cultural project that the author experienced by himself in an Africancountry as the research object, this paper introduced the concepts of cross-cultrualcommunication and project communication management, pointed out that culturaldifference might cause project manangment conflict and affect the whole projectimplementation processes and performances, followed by the current situation andexisting problems of the said project. Combined with the application theory of projectcommunication management in PMBOK, the entire communication manangemntprocesses for cross-cultural and cross-language small and/or medium-sized electronicinformation system integration project, including information generation, collection, dissemination, storage, usage and processing are analyzed and displayed. Moreover, anew more communication model for such project was formulated and related keynotesand checkpoints for related loops were listed and explained so as to provide referencefor similar project implementation.
