In recent years, China is in dire need of electricity power, and that couldn’t be met by current thermal, wind and hydro power plants. It’s imperative, therefore, to safely and efficiently develop nuclear power. The construction of nuclear power plant features high requirements of nuclear safety and quality, heavy engineering work, long construction cycle, complicated technique system and so on, and constructing a1000MW nuclear power plant calls for13,000nuclear technicians. In fact, human resource shortage in nuclear power plants is becoming increasingly critical. C is a leading company of constructing nuclear island in China, and the status quo of its human resource shortage is representative. Therefore, to do research on that issue of C and propose corresponding measures will be beneficial to mitigate human resource shortage in nuclear power plant construction of China.The paper gives a brief introduction of C, its nuclear business, and basic situation of its human resource like staff classification, requirements for experienced nuclear power staff, personnel disposition for standard reactor, the current situation of human resource shortage, and prediction of such a shortage in the following ten years, etc. Then the paper probes into reasons of human resource shortage in C from the aspect of modern strategic human resource management principles, national scheme of nuclear power development, competition for talents in nuclear power industry, human resource grading management, on-site labor proportion, introduction and management of labors, nuclear power training system, salary system and motivation mechanism, nuclear power multi-project management mode, external causes and so on.According to the analysis above, the paper raises the following useful proposals:reserve nuclear power staff strategically, and make overall human resource planning, prediction and supply and demand balance plan on the basis of strategic human resource management principles and national nuclear power development scheme, improve human resource grading system and properly adjust the proportion of on-site constructors, establish a management system of core employees in NPP construction, alter the way of employing labors for C NPP construction and strengthen the management of these labors, establish a human resource training system in C NPP construction strategy, establish an industry-leading salary system and motivation mechanism, re-establish C nuclear power multi-project management system to innovate and improve human resource sharing mode in NPP construction. At the end, the paper summarizes and arrives at a conclusion.The paper focuses on nuclear power human resource shortage and for the first time proposes systematic measures acquired by modern human resource theories and relevant practices.
