China CD Engineering Co., Ltd. (hereinafter referred to as CD) is a state-owned engineering company. Its traditional business is engineering design and consultation mainly in the chemical industry. Through decades of hard working, CD has grown up into an integrated full-service engineering corporation in all the engineering activities. Process Development Department (PDD) as the company’s secondary sector is responsible for Process design and technology development of the dual responsibilities. In recent years, with the development of the company, the structure of production systems begins to appear unsuited, triggering a number of management, production and staff motivation issues.This paper argues that the current pattern of process professional setting does not match with the company’s strategic position which is the root of the problems. Under the guidance of the Organizational Structure Theory and Performance Evaluation Theory, the article makes recommendations that new specialized field of process with a relatively large range can be brought into being by integrating the old specialized field of process and system.This approach can enhance human resource utilization efficiency and technology development results. In the meantime, it will promote a solution to the existing problems for good and help to iron out contradiction between short-term interests and long-term development. In addition, the article integrates the characteristics of the task and the characteristics of professional and technical personnel and designs a performance evaluation program for the new Process Development Department, so as to provide a scientific basis for upgrading in an overall manner professional level, promoting technical progress and strengthening personnel incentive. This paper consists of six chapters:Chapter 1 is introductory part that involves the research questions, research significance, the basic ideas and logical structure, the theoretical tools and research methods.Chapter 2 is the theoretical foundation of this paper. This section expounds the organizational structure theory and performance evaluation theory.Chapter 3 gives a brief introduction to the profile of the company and a detailed report of present status and development trend of the PDD. Then, the paper analyzes the problems in management and production activities to determine the root causes of the problems.Chapter 4 puts forward the readjustment proposals of the organization structure of the PDD. The scheme suggest that integrate the old process specialty and system specialty into a new process specialty, with the adjustment of the organizational structure, the PDD will also have to re-allocate the human resources.Chapter 5 is the key part of this paper. Guided by company’s strategic development goals and combinating the task characteristics with the ability requirements, the paper designs the performance evaluation program for the new PDD from three dimensions:work process, work results and work ability.Chapter 6 is the evaluation and outlook of the changed organizational structure and performance evaluation program, and indicates the conclusions.
