At present, China's economy is on a stage of scientific, steady and fast, sustainable development, and oil and gas is a national strategic resource, which is also the necessary "blood" of modern industrial operation. The oil and gas industry is pillar industry of China, the oil and gas enterprise are in a pivotal position in the state-owned enterprises, its operating performance and development trend is always the focus of attention. The rapid economic development in China makes the oil and gas supply and demand contradictions increasingly prominent. Also, fast and sustainable development of the oil and gas industry is very important. In this context, the establishment of a scientific and rational performance appraisal system in oil and gas industry is of great significance. EVA assessment to highlight the value-oriented is an important method to evaluate corporate performance. Chinese scholars study the effectiveness of EVA more in recent years, but due to the introduction of EVA late, the study that EVA is applied to the performance evaluation system does not depth. In order to adapt to the highly competitive domestic market, China need to establish a unified, standardized performance evaluation with the industry standard. Therefore, the study of enterprise performance evaluation system of oil and gas based EVA has important theoretical significance and value in use.In view of this, this study used the combination of theory and practice, comprehensively elaborated the theoretical basis and computing method of EVA, deeply analyzed EVA system and its advantages and limitations. General situation were analyzed and basic situation of L Oil and Gas Engineering Technology Department was introduce, then the problems that exists in EVA value management system were pointed out. On this basis, this paper took L Oil and Gas Engineering Technology Department for example, in accordance with the principle of the operability of regulating work, the importance of regulating work and ease of access to relevant data sources. NOPAT and CE were calculated, and WACC was confirmed on the basis of annual report of 2011-2014. Finally, this study calculated the EVA of L Oil and Gas Engineering Technology Department during 2011-2014. Finally, some suggestions for the value management system of L Oil and Gas Engineering Technology Department were made from four aspects:evaluation function, management system, promotion policy and corporation culture.The results were conducive to change the management philosophy gradually in the future under the EVA performance appraisal system. And then the results prompt all managers of every level and the staff to establish enterprise culture of owners, to think like a business owner, to improve operating performance of Gas Engineering Technology Department eventually.
